Job Title: Contract and Procurement Director

The City of New York is seeking a highly skilled Contract and Procurement Director to join the Homelessness Prevention Administration (HPA) - Prevention and Housing Assistance (PHA) team. As a key member of the Master Leasing Unit (MLU), you will be responsible for managing procurement activities for Master Lease and Project-based programs, including contract solicitation, award, and post-award activities.

Key Responsibilities:
  • Manage procurement activities for Master Lease and Project-based programs, including contract solicitation, award, and post-award activities.
  • Develop and implement procurement strategies to ensure compliance with NYC Procurement Policy Board Rules and Agency procedures.
  • Collaborate with program support divisions, including the Agency's Chief Contracting Office (ACCO), Office of Budget Administration (OBA), Office of Financial Services, and Office of Legal Affairs (OLA) to ensure compliance with programmatic and funding requirements.
  • Develop and manage performance metrics and reports to track program performance and identify areas for improvement.
  • Provide technical assistance and quality assurance activities for MLU, including developing tools and protocols to support contractual requirements and program goals.
Requirements:
  • Masters degree in economics, finance, accounting, business, or public administration, or a closely related field.
  • Two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or fiscal or economic research, or in management or methods analysis, operations research, organizational research or program evaluation, or in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
  • 18 months of executive, managerial, administrative or supervisory experience, including supervising staff performing professional work in the areas described above.
