Position Overview:
As the Deputy Chief Policy Officer for Education and International Engagement, you will play a pivotal role in driving innovation and leadership within the organization. This position involves overseeing various teams and programs that focus on intellectual property and international education.
Key Responsibilities:
- Supervise the Directors of the Attaché Program and the Global Intellectual Property Academy (GIPA), along with the Administrative Team and the Planning, Performance Reporting, and Communications Branch.
- Provide strategic leadership and guidance to the GIPA Director in managing educational initiatives.
- Oversee the IP Attaché Program, including the selection, training, and deployment of IP Attachés.
- Support the Marian Rogers Croak Visiting Scholars Program in fields related to intellectual property and innovation.
- Represent the Office of Policy and International Affairs (OPIA) in budget and procurement discussions for future initiatives and annual plans.
Analytical Responsibilities:
- Analyze various program activities related to GIPA's educational and training programs, including budget, facilities, and human capital management.
- Develop tools and metrics to provide management with insights on project progress and goal achievement.
- Establish administrative policies for the Office of Policy and International Affairs.
Leadership and Advisory Role:
- Oversee Equal Employment Opportunity policies and programs.
- Advise senior management on proposals with significant long-term impacts on programs and the organization.
- Provide leadership in managing human, financial, and technological resources to ensure program objectives are met.
Qualifications:
- Must be a U.S. Citizen or National.
- Background investigation required upon selection.
- Must obtain and maintain a Top-Secret Clearance.
- Experience in U.S. and international intellectual property legal systems is essential.
- Proven ability to manage international activities and training programs.
Education:
While there is no formal education requirement, a law degree from an accredited institution and membership in a bar in good standing is preferred.
Mobility:
Organizational and geographical mobility is essential for advancement within the SES structure.
Additional Information:
This position is classified as a Non-Bargaining Unit and a Public Trust position with a high-risk designation.
