GENERAL DESCRIPTION :
Accountable for the formulation, strategizing, and execution of the County's Infrastructure Development Program in collaboration with the County Engineer. Manages and guides a team of project leaders, both technical and non-technical.

ESSENTIAL JOB FUNCTIONS:


Support the County Engineer and/or the Public Works Director in the formulation, strategizing, execution, and oversight of the County's Infrastructure Development Program.

Take the lead in providing updates on the Infrastructure Development Plan and associated project budgets.
Oversee and ensure the planning, coordination, and approval of the work conducted by project leaders, technical staff, and non-technical personnel.
Responsible for all elements related to the planning, design, permitting, construction, and post-construction phases of infrastructure projects.
Facilitate collaboration with municipalities and other governmental entities.

Coordinate the engineering components of the County Municipal Services Benefit Unit (MSBU) program with County officials and the public.

Act as a professional advisor in matters related to the area of responsibility.
Prepare reports and recommendations for the consideration of County personnel, boards, and committees.
Engage collaboratively with County officials, design professionals, contractors, stakeholders, utility representatives, the public, and other permitting agencies.
Conduct or coordinate specialized engineering studies. Sign and seal documents, such as plans, specifications, and cost estimates, as necessary.
Assist and mentor other County personnel, as required.
Understand and adhere to the St. Lucie County Board of County Commissioners employee handbook and other established policies and procedures.
Perform additional job-related functions as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:
Comprehensive understanding of civil engineering principles and practices. Familiarity with supervisory, organizational, and administrative principles.
Local agency standards for roadway and drainage design.

Construction methodologies for site development, roadway construction, drainage systems, utility work, signalization, signage, striping, traffic maintenance, and materials sampling and testing procedures.

State, local, and federal engineering standards, including those set by the Florida Department of Transportation.

Ability to:
Plan and direct the activities of professional engineers, project leaders, and technicians in a manner that promotes effective performance.
Provide professional and technical evaluations for a diverse range of engineering plans, specifications, or related documents.
Establish and maintain productive working relationships with consultants and agencies.
Review and recommend approval of plans and specifications prepared by others.
Estimate quantities and costs for the construction of proposed projects.
Communicate effectively, both orally and in writing.

Skills:


Proficient in engineering design, contract management, and project management techniques, including strategic planning to maintain project timelines and identify critical paths.

Fieldwork will necessitate mobility skills over uneven terrain. Occasional exposure to roadway traffic and heavy construction machinery.

SAFETY EQUIPMENT USED OR NEEDED:
Potential safety equipment, such as a hard hat and safety vest, while inspecting County projects.

County employees are considered essential personnel in providing and continuing services to our community during and following a disaster, such as a hurricane, or in other emergency situations.

As a requirement of County employment, County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event, and/or immediately report to work when an all-clear is declared by the County Administrator.

During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

MINIMUM QUALIFICATIONS :

EDUCATION:
Graduation from an accredited four-year college or university with a Bachelor's Degree in Civil Engineering.

EXPERIENCE:

Ten (10) years of progressive experience in all aspects of civil engineering, including five (5) years' experience in supervisory roles.


NOTE:
An equivalent combination of experience/training and/or experience may be substituted to meet the above noted minimum qualifications.

Licenses, Certifications, or Registrations:
Valid Florida Driver's License and must maintain a good driving record.

Must be a Registered Professional Engineer in the State of Florida or have the ability to obtain this within one (1) year through reciprocity.
