Position Overview

Noblis is in search of skilled Air Traffic Management Specialists to provide support to the Federal Aviation Administration (FAA) in the Air Traffic Systems and Surveillance Services sectors within the Program Management Organization (PMO).

Key Responsibilities
  • Deliver expert analysis to the FAA to facilitate the development of site implementation and transition strategies for National and Regional Facilities and Equipment, as well as Capital Investment Plan initiatives.
  • Assist the FAA in identifying, analyzing, coordinating, resolving, and reporting on implementation challenges arising from Capital Investment Plan projects.
  • Coordinate necessary technical interchange meetings and various program reviews.
  • Support workgroup activities for En Route and Oceanic program offices, contributing to the development of air traffic requirements.
  • Assist in the verification and tracking of requirements for new En Route, Oceanic, and Terminal Air Traffic Control tools and systems.
  • Identify potential inconsistencies and usability concerns related to any changes in ATC systems.
  • Conduct analysis of system and subsystem specifications to ensure that air traffic operational issues are addressed and that all technical requirements are met.
  • Present recommendations and solutions related to both short-term and long-term program planning needs.
  • Exhibit subject matter expertise in air traffic control procedures, equipment, facilities, terminology, and technology to support business case and Investment, Planning, and Analysis teams.
  • Assist in the development of training requirements.
  • Classify and summarize data for the preparation and submission of regular reports.
  • Effectively communicate complex air traffic control knowledge to diverse audiences in a manner that supports a wide range of analyses.
  • Interface with user teams, system engineers, and other program personnel as necessary.
Required Qualifications
  • Successful completion of an FAA background investigation and receipt of a favorable final suitability determination.
  • Demonstrated air traffic control technical and operational experience as a domestic or oceanic air traffic controller in an En Route & Oceanic or Terminal operational setting.
  • Relevant training and/or certifications as an Air Traffic Controller.
  • Knowledge of Air Traffic Control, Navigation, Flight Information, and Automation systems such as ERAM, TAMR, STARS, ASDE-X, ADS-B, ASOS, TFMS, TFDM, and TBFM.
  • Experience in acquisition and program management for FAA program offices or similar organizations is required for Level II and above positions.
Educational and Experience Requirements
  • Minimum of 15 years of active, full-performance level experience in Air Traffic Control (ATC) with a High School diploma.
  • A Bachelor's degree in any field may substitute for 5 years of experience.
