Overview:

Are you ready to play a vital role in supporting the Navy and Marine Corps in their operational readiness? KBR is seeking an Aviation Logistics Requirements Analyst to assist in managing the requirements and resources for the Navy and Marine Corps fleet.

Key Responsibilities:

  • Assist the Airspace and Air Traffic Control Requirements Officers in ensuring adherence to regulations and effective communication with the Naval Federal Aviation Administration (FAA) in line with applicable laws and policies.
  • Support the management of the OPNAV 3721 instruction series, which details the procedures, policies, and guidance for planning, programming, budgeting, and managing Naval Air Traffic Control, Air Navigation Aids, and Landing Systems (NAALS).
  • Provide expertise in airspace and air traffic control systems, FAA regulations, and facilitate regular meetings to ensure alignment with project objectives.
  • Draft Non-public Use correspondence for government review, coordinating efforts with external OPNAV agencies.
  • Serve as a resource for all matters related to Airspace and Air Traffic Control policy and systems for Naval Aviation and Unmanned platforms traffic management.
  • Assist in coordinating with other resource sponsors and organizations regarding ATC acquisition and logistics issues.
  • Provide operational, planning, and management support, including business analytical services to assess complex issues and develop recommendations.
  • Engage with N98 staff at meetings with OPNAV departments, DOD components, FAA, and other government agencies to provide Naval unmanned expertise.

Subject Matter Expertise:

  • Assist in research, development, test and evaluation, and procurement for ATC programs, both ashore and afloat.
  • Review and comment on military construction projects that may impact air traffic control, landing systems, navigational aids, and the training and readiness of flying units.
  • Monitor the Program Budget Information System (PBIS) for changes to Program Element lines.
  • Consult with program offices on budget exhibit preparation and review submitted budget exhibits for discrepancies.
  • Assist in collecting and analyzing data related to program fiscal procedures and performance patterns for effective project management.

Budgetary Execution:

  • Analyze program execution, out-year planning, and create issue sheets for Program Objective Memorandum (POM) and program requirements for Naval Air Traffic Control, Air Navigation Aids, and Landing Systems assets.
  • Draft briefs, issue sheets, white papers, and trade studies for government review.
  • Assist in the technical writing of Congressional responses regarding platform issues or funding in the President's Budget Submission.

Programming:

  • Maintain communication with Navy and Marine requirements officers on fleet requirements and integration across various topics.
  • Edit and write Joint Capabilities Integration and Development System (JCIDS) documents for government review, including concepts of operations and capabilities-based assessments.

Qualifications:

  • Minimum of 15 years of experience with Navy/Marine Corps in Airspace and Air Traffic Control operations, NAVAIR acquisition process, and/or requirements development.
  • Expert knowledge of Naval Airspace and Air Traffic Control policy and systems.
  • Proficiency in Microsoft Office Suite, including the ability to produce complex graphs and create interoperability between program products.
  • In-depth knowledge of the Planning, Program, Budgeting, and Execution (PPBE) process.
  • TOP SECRET clearance is required.
