Overview

This role is situated within the Safety and Technical Training Service Unit, part of the Technical Training Directorate, specifically within the Air Traffic Technical Training Group. This group is tasked with the management and oversight of Air Traffic Technical Training, which includes the identification of policies and requirements essential for air traffic technical training in support of the National Airspace System (NAS).

Agency Clarification

This position is also open to former excepted service federal employees eligible under an interchange agreement. Current or former federal employees must have completed a one-year probationary or trial period in either competitive or excepted service. Applications are welcomed from preference-eligible veterans who have been honorably discharged after at least three years of continuous active duty service.

Key Responsibilities

As an Air Traffic Operations Specialist, the incumbent will undertake intricate specialized air traffic control assignments, which involve reviewing, analyzing, and assessing training initiatives and coursework for relevance to the operational air traffic environment. The role requires applying expertise in Federal Aviation Administration (FAA) air traffic operations and procedures to create new training materials and update existing operational training courses utilized in classroom and laboratory settings. This function directly supports organizational objectives and ensures the safe and continuous operation of the National Airspace System (NAS), enhancing the efficiency and effectiveness of air traffic operations.

The incumbent will leverage extensive knowledge of air traffic control procedures and operations to act as the Requirements Lead during national design or maintenance redesign efforts for training courses and materials aimed at the air traffic operational workforce. They will participate in collaborative training development workgroups, contributing to the creation and implementation of new or revised training programs and initiatives.

Furthermore, the specialist will utilize their experience in managing air traffic and performing traffic management functions to provide both tactical and strategic support for facility programs such as training and quality assurance. They will evaluate and anticipate training needs for the air traffic operational and traffic management workforce, employing project and program management principles to initiate training material and course task orders.

Regular contact will be maintained with internal and external stakeholders, including representatives from academic institutions and the aviation industry, to develop and revise training workshops and briefing packages based on operational requirements. The specialist will represent the organization as a senior technical point of contact on specific training issues related to air traffic controller training and materials.

Qualifications

Candidates must possess one year (52 weeks) of specialized experience equivalent to at least the next lower grade level (FV-I or FG/GS-13). This experience should be related to the line of work of the position and must demonstrate the necessary knowledge, skills, and abilities to perform the duties effectively.

Specialized experience is defined as experience in separating and controlling air traffic or performing traffic management functions in an air traffic control facility, as well as applying project or program management principles to oversee financial and planning activities related to training material and course task orders.
