Overview:

As an integral part of KBR, you will play a crucial role in ensuring the operational success of Navy and Marine Corps missions in future combat environments. This position focuses on providing essential support to the Chief of Naval Operations Staff (OPNAV), specifically within the Logistics & Readiness Branch (N980L), through a variety of key functions.

Key Responsibilities:

  • Assist the Airspace and Air Traffic Control Requirements Officers in maintaining compliance and facilitating effective communication with the Naval Federal Aviation Administration (FAA) in line with established regulations and policies.
  • Support the management of the OPNAV 3721 instruction series, which defines the procedures and guidelines for the planning, programming, budgeting, and oversight of Naval Air Traffic Control, Air Navigation Aids, and Landing Systems (NAALS).
  • Provide expert knowledge in airspace and air traffic control systems, ensuring alignment with FAA regulations and facilitating regular project updates to meet strategic objectives.
  • Draft and coordinate Non-public Use correspondence for governmental review, ensuring collaboration with external OPNAV agencies.
  • Act as a resource for all matters related to Airspace and Air Traffic Control policies and systems for both manned and unmanned Naval Aviation platforms.
  • Collaborate with other resource sponsors and organizations, including Program Executive Offices, to address ATC acquisition and logistics challenges.
  • Deliver operational, planning, and management support, utilizing business analytical services to evaluate complex issues and propose solutions.
  • Engage with N98 staff at meetings involving OPNAV departments, DOD components, FAA, and other governmental entities to provide expertise in Naval unmanned systems.

Subject Matter Expertise:

  • Assist in research, development, testing, and evaluation of procurement initiatives for ATC programs, both on land and at sea.
  • Review and provide feedback on military construction projects that may affect air traffic control systems and the readiness of aviation units.
  • Monitor the Program Budget Information System (PBIS) for updates to Program Element lines.
  • Consult with program offices on budget exhibit preparation and review submissions for discrepancies, providing analyses for governmental approval.
  • Support the collection and analysis of data related to program fiscal procedures to enhance project management accuracy and timeliness.

Budgetary Management:

  • Analyze program execution and long-term planning, developing issue sheets for Program Objective Memorandum (POM) and program requirements related to Naval Air Traffic Control and associated systems.
  • Prepare briefs, issue sheets, white papers, and trade studies for governmental review.
  • Assist in drafting technical responses to Congressional inquiries regarding platform funding and issues.

Programming Responsibilities:

  • Maintain communication with Navy and Marine requirements officers regarding fleet needs and integration across various topics.
  • Edit and create Joint Capabilities Integration and Development System (JCIDS) documents for governmental review, including operational concepts and capability assessments.

Qualifications:

  • At least 15 years of experience with Navy/Marine Corps in Airspace and Air Traffic Control operations, NAVAIR acquisition processes, or requirements development.
  • Expert knowledge of Naval Airspace and Air Traffic Control policies and systems.
  • Proficiency in Microsoft Office Suite, including the ability to create complex graphs and ensure interoperability between program products for executive-level presentations.
  • In-depth understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Must possess a TOP SECRET clearance.
