Position Overview:

The Air Traffic Control (ATC) Support Specialist will play a critical role in ensuring the success of Navy and Marine Corps operations in future combat environments. This position involves providing comprehensive support to the Chief of Naval Operations Staff (OPNAV), specifically within the Logistics & Readiness Branch (N980L), through various essential activities.

Key Responsibilities:

  • Assist the Airspace and Air Traffic Control Requirements Officers in maintaining compliance and facilitating effective communication with the Naval Federal Aviation Administration (FAA) in line with established laws and policies.
  • Support the management of the OPNAV 3721 instruction series, which details the procedures and policies for the planning, programming, budgeting, and management of Naval Air Traffic Control, Air Navigation Aids, and Landing Systems (NAALS).
  • Provide expert knowledge in airspace and air traffic control systems, ensuring regular meetings and updates to align with project objectives.
  • Draft and coordinate Non-public Use correspondence for government review, ensuring collaboration with external OPNAV agencies.
  • Serve as a resource for all matters related to Airspace and Air Traffic Control policy and systems for Naval Aviation and Unmanned platforms.
  • Coordinate with various resource sponsors and organizations regarding ATC acquisition and logistics issues.
  • Deliver operational, planning, and management support, including business analytical services to address complex issues and propose solutions.
  • Engage with N98 staff during meetings with OPNAV departments, DOD components, FAA, and other governmental entities where expertise in Naval unmanned systems is required.

Subject Matter Expertise:

  • Assist in research, development, testing, and evaluation of procurement for ATC programs, both ashore and afloat.
  • Review and provide feedback on military construction projects that may affect air traffic control and related systems.
  • Monitor the Program Budget Information System (PBIS) for updates to Program Element lines.
  • Consult with program offices on budget exhibit preparation and review submitted exhibits for discrepancies.
  • Collect and analyze data relevant to program fiscal procedures to support accurate project management.

Budget Execution:

  • Analyze program execution and out-year planning, creating issue sheets for Program Objective Memorandum (POM) and program requirements.
  • Draft briefs, issue sheets, white papers, and trade studies for government review.
  • Assist in technical writing for Congressional responses regarding platform issues or funding in the President's Budget Submission.

Programming Responsibilities:

  • Maintain communication with Navy and Marine requirements officers on fleet requirements and integration across various topics.
  • Edit and write Joint Capabilities Integration and Development System (JCIDS) documents for government review, including operational concepts and capability assessments.

Qualifications:

  • Minimum of 15 years of experience with Navy/Marine Corps in Airspace and Air Traffic Control operations, NAVAIR acquisition processes, or requirements development.
  • Expert knowledge of Naval Airspace and Air Traffic Control policies and systems.
  • Proficiency in Microsoft Office Suite, including the ability to create complex graphs and integrate program products for executive-level presentations.
  • In-depth understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Must possess a TOP SECRET clearance.
