Logistics and Procurement - Roster Coordinator
The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, is dedicated to providing essential humanitarian operations services and stabilisation support. The Roster Coordinator plays a vital role within the Procurement and Logistics (P&L) team of HSOT. This position encompasses three main responsibilities:
- Developing and managing a shift system during operational responses while coordinating various programme management tasks.
- Serving as the primary liaison for P&L engagement in broader operational training, as well as addressing core and surge team training needs.
- Building and maintaining the P&L segment of the HSOT surge pool in collaboration with Human Resources (HR) and Deployments and Roster Management (DRM) teams.
The incumbent will ensure that all policies and procedures are compliant with corporate standards and applicable regulations, while also being efficient and purpose-fit.
Key Responsibilities:
Recruitment and Deployment
Act as the main liaison between the P&L team and HR, facilitating the development and utilization of the P&L surge pool and managing subsequent deployments. Assist in organizing core staff deployments during responses, adhering to established SOPs. Collaborate with HR to recruit P&L specialists for surge roles, ensuring a flexible pool of consultants and temporary staff to support various P&L activities, including procurement, project management, warehousing, supply chain monitoring, and operational logistics.
Training
Lead P&L training initiatives internally and externally, coordinating with the HSOT Response Lead and Supply Chain Operations Manager for response exercises and team training requirements.
Budget Management
Under the guidance of the Supply Chain Programme Manager and HR, design and oversee budgets for contracting consultants or deploying core staff as necessary. Develop a resource plan for each response, ensuring alignment with P&L management.
Information Management
Serve as the point of contact for the HSOT Response Lead regarding ongoing response information and reporting, including updates to the response dashboard. Maintain communication with P&L management throughout the response period.
Policy Development
Coordinate the creation of processes and SOPs related to the P&L surge pool in collaboration with HR and DRM, ensuring compliance with safety and legal standards.
General Duties
Engage actively in a matrix management approach, attending regular management meetings to discuss cross-team issues and priorities. Deliver training to enhance the team's skills in supply chain and project management. Participate in emergency response deployments as required, managing regional and in-country supply chain activities.
Qualifications:
- Proven experience in project and programme management.
- Knowledge of designing and operating humanitarian supply chains.
- Experience in developing and delivering internal training programs.
- Proven ability to recruit personnel in collaboration with HR.
- Experience in managing programmes/projects with comprehensive budget oversight.
- Ability to communicate complex procedures to diverse stakeholders.
- Capacity to manage a varied and demanding workload.
