Position Overview:

Under minimal oversight, this role involves planning, overseeing, and engaging in land surveying activities that comply with the legal obligations of the county engineer and other relevant regulations established by the Tohono O'odham Nation.

This position is responsible for developing and implementing procedures within set policies to guarantee high-quality service delivery.

The work is typically evaluated upon completion to ensure alignment with the broader organizational goals, policies, and procedures. Key Responsibilities:

1. Plan, organize, and manage professional land surveying operations while providing expert services to county departments and various external agencies.

2. Develop and maintain the official land survey records for the Tohono O'odham Nation.3. Negotiate and manage multiple contracts for professional land surveying services, including aerial photogrammetric surveys.4. Review and certify the work of section staff and contracted surveyors.5. Conduct complex land surveys and address challenging technical issues for assigned personnel.6. Supervise and approve the reduction and documentation of survey field notes.

7. Act as a technical advisor on interdepartmental committees focused on the development and execution of interactive mapping and Geographic Information System projects.

8. Ensure the security and confidentiality of information encountered during the execution of duties.9. Serve as an expert witness on survey-related issues in legal proceedings involving tribal courts or external entities.10. Develop, prepare, and manage the budget for the surveying program.11. Oversee, mentor, and assess the performance of professional, technical, and support staff.

12. Perform additional job-related tasks as required and contribute to team objectives.

Required Knowledge, Skills, and Abilities:

1. Understanding of the Tohono O'odham culture, customs, and traditions.

2. Familiarity with applicable federal, state, and tribal laws and regulations.3. Proficiency in land surveying principles, practices, methods, and instruments, as well as mathematics and physical sciences.4. Knowledge of civil engineering principles and land surveying terminology, including construction methods and engineering specifications.5. Strong analytical skills for problem-solving and decision-making.6. Proficient in using various computer-based tools for surveying, including CAD/CADD and GIS software.7. Ability to interpret engineering plans, maps, and survey notes effectively.8. Competence in preparing and analyzing operational reports.9. Strong supervisory and evaluation skills for assigned personnel.10. Commitment to providing excellent customer service to both internal and external stakeholders.

Minimum Qualifications:

1. A Bachelor's Degree in Civil Engineering, Architecture, Planning, Landscape Architecture, or a closely related field, along with four years of professional land surveying experience, or an equivalent combination of education and experience.

2. A minimum of two years of supervisory experience.

OR

3. Eight years of progressively responsible professional land surveying experience, including at least two years in a supervisory role overseeing multiple land survey staff or managing land survey contracts.

Licenses and Certifications:

Must hold a current Professional Land Surveyor registration in any state at the time of appointment and/or be able to obtain registration with the State of Arizona within one year of appointment. Maintenance of Arizona registration as a Registered Land Surveyor is a condition of employment.
