Job Title: Lands/Realty Specialist

Financial & Realty Services, LLC, a professional services firm, is seeking a Lands/Realty Specialist to service our federal government client in Phoenix, AZ.

Key Responsibilities:
  • Conduct thorough research on existing and underlying land rights, easements, and land ownership within project footprints.
  • Prepare comprehensive landowner lists and maps required for notification letters and right of entry.
  • Research Federal, County, State, and local records to obtain title, landowner, or land right information.
  • Assist in the request and review of all Title evidence and/or Title Commitments and resolving title issues in connection with the project.
  • Prepare contracts, applications for Federal rights-of-way, and other real property documents.
  • Develop Construction, Operation and Maintenance (CO&M) plans for facilities across lands administered by other Federal Agencies.
  • Prepare and present right-of-entry requests to landowners.
  • Present contract offers for the acquisition of land and land rights and make recommendations to management to resolve conflicts.
  • Assist in the utilization and preparation of real property surveys and appraisals.
  • Investigate and document encroachments and damage claims.
  • Maintain official land records, plat books, transfer documents, and realty records.
  • Coordinate meetings, prepare agendas, and take notes of meetings with government staff and other stakeholders or landowners.
  • Estimate labor hours required to execute lands activities and recommend adjustments to support the project.
  • Research, analyze, and assess land acquisition challenges or issues and recommend solutions to Federal project coordinators.
  • Advise government management regarding lands activities and provide guidance on land management and land acquisition consistent with government legal authorities, policies, and strategies.
Requirements:
  • Knowledge of land management and land acquisition policies, consistent with construction and maintenance policies, strategies, and legal authorities.
  • Two years or more experience in support of acquisitions of land rights and land rights management with a Federal Power Administration on Capitol Construction Projects.
  • Extensive knowledge in land acquisition methods, procedures, and policies of the Federal Government, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.
  • Experience in real estate terminology, principles, procedures, concepts, practices, and of various types of land and land rights conveyance documents, instruments, terms.
  • Experience in federal laws, rules, and regulations especially pertaining to the Bureau of Land Management and the US Forest Service.
  • Experience performing broad-based project management.
  • Proficiency in using a computer and Microsoft Office software, including Microsoft Teams, Microsoft Word, Microsoft PowerPoint, Microsoft Excel, and Geographic information systems.
  • Possess a valid state-issued driver's license for the purpose of driving a government vehicle in performance of attending site visits and meetings.
  • Ability to pass a background check.
