Key Responsibilities
  • Conduct comprehensive research and analysis of technical and general ledger accounting, as well as the preparation of federal financial statements and notes.
  • Support financial management system modernization efforts across the Department of Homeland Security (DHS) or other federal agencies.
  • Perform a wide range of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning.
  • Develop guidance on techniques for management and methods improvement.
  • Read, interpret, and develop financial management procedural documents.
  • Research, analyze, and reconcile intragovernmental payments and collections (IPACs) and intragovernmental/intradepartmental transactions.
  • Research, interpret, and apply legislative and governing authorities to develop federal financial management policy, regulations, and directives.
  • Research and implement best practices to remediate and advise on audit findings and internal control deficiencies.
  • Develop point papers, briefing materials, graphical presentations, and make formal oral presentations of these materials to all levels of government personnel.
  • Analyze and advise on proposed reorganizations or realignment of functions and develop manuals and directives covering varying aspects of operations.
Requirements
  • Bachelor's degree and/or 4-8 years or more of experience in accounting.
  • Recognized as an expert in their specific field(s).
  • Six (6) years of related management consulting/accounting experience.
  • Experience conducting studies, analyzing findings, and making recommendations on substantive operating programs.
  • Experience using and developing applications using SharePoint.
  • Solid experience in strategy, business development, project management, or a similar field.
  • Strong qualitative, analytical, and conceptual problem-solving skills.
  • Proven ability to lead and motivate others.
Preferred Qualifications
  • Proficiency in Microsoft applications, including Word, Excel, PowerPoint, Visio, Teams, Outlook, SharePoint, and Skype.
  • Strong understanding of federal property accounting, including capitalization and depreciation.
  • Strong understanding of budgetary accounting.
  • Ability to communicate effectively, both orally and in writing, with senior government personnel.
  • Ability to conduct comprehensive research and analysis.
  • Ability to develop point papers, briefing materials, and make oral presentations of these materials to all levels of management.
  • Ability to educate and inform senior management on various alternatives.
  • Ability to provide clear leadership, technical direction, and guidance to all levels of the OCFO leadership.
  • Ability to review, synthesize, and prepare highly technical, sensitive, and complex documents, briefing materials, management directives, and correspondence.
