POSITION OVERVIEW

The Human Resources Advisor II will play a pivotal role in supporting the PM IEN Human Resources (HR) office by assisting in various functional areas to facilitate the management of civilian government and military personnel.

As a federal contractor, we maintain a drug-free workplace and comply with the Federal Controlled Substance Act.

KEY REQUIREMENTS

Candidates must be eligible to obtain and maintain a Secret clearance, which necessitates U.S. Citizenship.

PRIMARY RESPONSIBILITIES
The essential duties and responsibilities include, but are not limited to:

- Managing the in-processing, out-processing, and onboarding procedures.

- Updating the newcomer briefing and planning quarterly sessions.

- Monitoring and reporting on the completion of civilian performance evaluations.

- Overseeing military officer evaluation reports for military staff.

- Tracking, processing, and reporting on civilian and military hiring actions.

- Maintaining organizational charts, emergency contact lists, calling trees, and manpower distribution.

- Preparing official correspondence in accordance with established guidelines.

- Monitoring mandatory training for government personnel.

- Reporting on the Office of Government Ethics -450 database.

- Processing and tracking civilian and military awards and related materials.

- Serving as a backup for various HR tasks and reporting duties.

- Assisting in the planning and execution of Equal Employment Observances and morale events.

- Performing Timekeeper functions within the Automated Time Attendance and Production System.

- Entering data for personnel unable to access the Isolated Personnel Report system.

- Processing Theater Clearance Requests and Visitor Authorization Requests.

- Planning daily activities in alignment with company policies and supervisor directives to optimize productivity.

- Engaging in self-development through available training opportunities.

EDUCATION AND EXPERIENCE

A Bachelor's degree with five (5) years of relevant experience, or seven (7) years of relevant experience without a degree is required.

Previous experience working with Army stakeholders in a similar capacity is preferred.

Experience in a shared services environment for enterprise-level clients is also preferred.

REQUIRED SKILLS AND ABILITIES

- Demonstrated knowledge of the functions outlined in the labor category description.

- Familiarity with DoD classification guidelines and procedures.

- Ability to work semi-independently with oversight.

- Strong analytical skills to evaluate and synthesize diverse information sources.

- Proficient in producing concise reports and documents using Microsoft Office tools.

- Effective communication skills to convey complex issues clearly.

- Ability to conduct structured research and maintain information within security protocols.

- Capacity to recognize and resolve inconsistencies in information.

- Knowledge of complex analytic methodologies to strengthen arguments and mitigate surprises.

- Ability to collaborate with team members on information sharing and conflict resolution.

LANGUAGE AND MATHEMATICAL SKILLS

- Proficient in reading and comprehending instructions and correspondence.

- Capable of performing basic mathematical operations and interpreting data.

PHYSICAL DEMANDS

The physical demands of this position require the ability to perform essential functions in an office environment, including sitting, using hands for tasks, and occasionally lifting up to 25 pounds.
