The position reports to the Director of Human Resources serving in management-employee relations, talent acquisition, talent development, military personnel, and performance culture activities in order to achieve high performance and strategic results across the enterprise.

This is a supervisory position, and in the absence of the Director of Human Resources, exercises direction and control of all Human Resources Programs and associated personnel, and participates in the governance of the university.

Duties include but are not limited to the following:


Serves as an advisor and consultant to the DAU Senior Leadership on matters affecting the University's workforce; specifically as primary advisor for issues involving employee discipline and unsatisfactory performance, or similar, likely to be reviewed before an external venue.

Oversees the management of the DAU Reasonable Accommodation, DAU Anti-Harassment, and DAU Administrative Grievance programs.
Supervises subordinate HR personnel in areas of Management-Employee Relations, Talent Acquisition, Performance Culture, Talent Development, and/or Military Personnel.

Supports the HR Director in strategic planning and assists in the implementation of university-wide programs to support the university's strategic objectives.

Develops/maintains programs in accordance with federal and DoD statutory and regulatory guidance, incorporating industry best practices.

Provides expert advice and authoritative information to top management and program directors throughout the enterprise on a wide variety of highly complex, controversial, and sensitive recruitment and placement problems and issues.

Oversees the development of talent management strategies and practices to cultivate a DAU work environment that supports and sustains a culture of superior performance that drives success for the organization both now and in the future.

Assesses top private industry human capital strategies, performance management and/or workforce development models, and adapts the best practices into a holistic system that underpins and supports every performance activity across the university.

Uses measures and metrics of success and analyzed data to recommend actions to University leadership to support better execution of business decisions.

Manages analysis of short- and long-range organizational competency requirements and capabilities to identify skill and competency gaps, creating plans to address gaps through talent acquisition or talent development functions.

Represents DAU in senior level conferences and consultations with various executive level, government and Defense agencies, establishing partnerships to develop and implement functional area best practices.

Participates in the management of established priorities for the primary Human Resources Directorate and regional human resources liaisons.

Manages, to include performing research, drafting policy and guidance documents, leading and participating in working groups,and briefing/coalition building with DAU senior officials on ensure DAU compliance with EEO, OPM, and DOD DCPAS guidance in all issues involving the workforce.


Supervisory duties:
performs a full range of first-level supervisory responsibilities in accordance with Office of Personnel Management standards.
