Position Overview

LMI is in search of a Senior Acquisition Consultant to support a U.S. Army client in various activities related to the acquisition, development, and implementation of software programs. This role serves as the Government's advisor and Subject Matter Expert in acquisition, program management, and contracting.

Key Responsibilities

  • Facilitate collaboration across various functional areas to address complex challenges and integrate Agile solutions that align with client needs.
  • Develop plans and documentation to support the software acquisition management strategy, including timelines and milestones for FAR-based and other rapid acquisition methods.
  • Create, draft, and refine various program acquisition and contract documents.
  • Monitor changes in DoD and Army acquisition regulations and interpret these changes for organizational tasks.
  • Provide analytical products in support of IT systems, including drafting Acquisition documents such as Capability Implementation Plans, Acquisition Strategies, Cost Estimates, and executive summaries.
  • Prepare requests for proposal (RFP) documents, including solicitation sections and required attachments.
  • Plan Source Selection Evaluation processes, including developing evaluation criteria and training for evaluation teams.
  • Conduct market research and assist with industry interactions.
  • Collaborate with Project Schedulers to create Integrated Master Schedules with measurable milestones.
  • Establish and monitor performance measurement metrics, including cost, schedule, and scope baselines.
  • Travel may be required up to 10% of the time.

Qualifications

Required:

  • Strong commitment to excellent customer service.
  • Ability to effectively participate and build consensus within a cross-functional, multi-national team.
  • Bachelor's degree.
  • Minimum of 8 years of experience in Defense acquisition and contracting, with familiarity in FAR, DFAR, and other acquisition regulations.
  • Certification in Agile or the ability to obtain it within a few months (e.g., PMP-ACP, ICP, APMG, ACI, CSM, PSM SAFe) along with an understanding of the software development lifecycle.
  • Experience in contract formation and management for Software and System Integration contracts.
  • Demonstrated knowledge of the Software Acquisition Pathway and Defense Business System Pathway.
  • Experience in Government contract and subcontract management, particularly with Source Selection Evaluations.
  • Prior experience providing acquisition support to Army or DoD Program Offices.
  • Proficient in MS Office applications and SharePoint.
  • Must possess and maintain a Secret Security Clearance.

Desired:

  • Master's degree.
  • Over 10 years of experience in Defense acquisition and contracting.
  • DAWIA Acquisition or Contracting Level II or higher certification.
  • Experience with Enterprise data and analytics ecosystems and SAFe methodology.
  • Project Management Professional (PMP) Certification.
  • Ability to effectively participate and build consensus within a cross-functional team.
  • Experience in developing acquisition strategies and documentation for Other Transactional Authority (OTA) prototypes.
