This role is pivotal in supporting the Municipal Employees Retirement Fund ("MERF"), Other Post Employment Benefits ("OPEB") Trust, and the Deferred Compensation Plan ("DCP").


Position Overview:
The vacancy is situated within the Investment Management Unit of the City Treasurer's Office.

Under general oversight, the Investment Analyst will be responsible for managing the MERF investment portfolio by collaborating with external service providers, conducting thorough investment research and analysis across various externally managed assets, and aiding in the due diligence process for hiring and monitoring external investment managers.

The analyst will support the Investment Management Unit in evaluating investment performance and activities by preparing and analyzing data to facilitate the creation of performance reports.

Additionally, the role involves ensuring data validation and support for the Investment Management Unit, confirming that policies and procedures align with the MERF Investment Policy Statement.


Key Responsibilities:

Compliance Responsibilities:
- Conduct monthly reviews and prepare asset allocation reports.
- Prepare quarterly performance comparisons, monitor derivatives disclosure programs, perform manager/custodian reconciliation checks, oversee proxy voting in accordance with MERF policy, and reconcile valuations of private investment funds.
- Review and reconcile reported manager valuations with performance reports on a monthly and quarterly basis, identifying and resolving any anomalies or system issues.
- Assist in reviewing investment expense accruals.
- Periodically monitor Russia exposure, security class actions, and custodian tax reclaim collections.
- Contribute to corporate governance by reviewing law firm reports and monitoring class action activities.
- Aid in the ongoing updates of the Investment Management Unit's procedures and process validations.

General Investment Responsibilities:
- Assist in drafting monthly Pension Commission meeting minutes and Annual Manager meeting summaries.
- Develop and maintain a MERF cash forecasting model on a monthly basis.
- Support the monthly and quarterly review of performance reports and maintain portfolio analytics spreadsheets.
- Participate in meetings with consultants and managers.
- Review and monitor cash movements with custodians, including drafting letters for investment manager cash flows, cash transfers, liquidations, and terminations, processing wire transfers, setting up new accounts, and reviewing capital calls.
- Oversee the posting of consultant portal reports.
- Assist with documentation related to private markets investments.
- Help review and reconcile invoices from investment managers and consultants.
- Input manager DEI updates into MERF evaluation templates.
- Process FOIA requests for the Investment Management Unit.
- Maintain and update the MBE brokers list and manager roster list.
- Ensure proper document filing and maintenance as required.

Deferred Compensation Plan Responsibilities:
- Assist with the logistics of quarterly Deferred Compensation Committee meetings.
- Aid in the development and monitoring of the budget for the City's deferred compensation plans.

Treasury Responsibilities:
- Assist in preparing the monthly Pension Commission meeting package.
- Perform related tasks as required and take on special projects as needed.

Required Qualifications – Knowledge, Skills, and Abilities:
- Strong understanding of financial markets and investment principles.
- Ability to conduct investment research and comprehend investment strategies, identifying inconsistencies when necessary.
- Provide research and insights to the Chief Investment Officer and Deputy Chief Investment Officer.
- Communicate effectively with firms managing MERF investments.
- Familiarity with municipal administration principles and practices.
- Excellent analytical and spreadsheet skills.
- Awareness of cybersecurity issues essential for protecting critical MERF data.
- Knowledge of investment markets.
- Strong writing and communication abilities.
