The Texas Department of Aging & Disability Services is seeking a highly experienced Business Relationship Team Lead Business Analyst IV to join our team. As a key member of our Business Relationship Management team, you will be responsible for performing advanced business and systems analysis, advocating for business stakeholders, conducting research, and coordinating the gathering and documentation of business cases and technology requirements.


**Key Responsibilities:**


  • Perform highly advanced business and systems analysis to identify and document business requirements and technology solutions.
  • Advocate for business stakeholders and facilitate communication between business and IT teams.
  • Conduct research and analysis to identify and document the impact of legislative initiatives on IT systems and processes.
  • Coordinate the gathering and documentation of business cases and technology requirements.
  • Develop and document reporting mechanisms to track and prioritize incoming requests compared to existing IT capabilities and agency funding.
  • Oversee reviews of other analysts and provide input on complex project deliverables.
  • Advocate, coach, and mitigate resistance to change to minimize disruption and achieve desired results from initiatives enabled by technology.

**Requirements:**


  • At least eight years' experience in a role demonstrating business systems analysis expertise.
  • Strong communication skills and ability to communicate with technical, non-technical, functional, management, and executive staff.
  • Knowledge of Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies.
  • Knowledge of office productivity software including Microsoft Office Suite.
  • Ability to use independent judgment in identifying root cause of problems and developing solutions to large scope and complex problems.
  • Ability to translate up-to-date information into continuous improvement activities that enhance program area performance.
  • Ability to work with and lead cross-functional teams.
  • Ability to mentor other Business Analysts in a constructive manner and follow through on assignment completion.

**Working Conditions:**


This is a full-time position that includes other State of Texas benefits. Work outside of regular hours may be required. Travel to other offices may be required. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
