Job Summary:
We are seeking a highly skilled Business Relationship Team Lead BA IV to join our team at the Texas Department of Family and Protective Services. The successful candidate will be responsible for leading a team of business analysts, performing advanced business and systems analysis, and serving as an advocate for business stakeholders.

Key Responsibilities:
• Manage, evaluate, and process incoming IT service requests, leading and scheduling the work of business analysts.
• Prepare complex project cost estimates and implementation plans, developing and documenting reporting mechanisms to track and prioritize incoming requests.
• Oversee reviews of other analysts and provide input on complex project deliverables, advocating, coaching, and mitigating resistance to change.
• Develop presentations for and present to senior and executive level management and governing bodies, leading and coordinating change management activities.
• Conduct research and lead analysis to cost and document effects of legislative initiatives on IT systems and processes, performing root cause analysis for issues with IT systems and processes.
• Identify agency-wide continuous process improvement initiatives, determining and reporting on IT resources required to evaluate existing and proposed system or network infrastructure changes.

Requirements:
• At least eight years' experience in a role demonstrating business systems analysis expertise, with strong communication skills and ability to communicate with technical, non-technical, functional, management, and executive staff.
• Knowledge of Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies, high-level system design methodologies and techniques, object-oriented programming, and programming client/server applications.
• Ability to use independent judgement in identifying root cause of problems and developing solutions to large scope and complex problems, translating up-to-date information into continuous improvement activities that enhance program area performance.
• Ability to work with and lead cross-functional teams, mentor other business analysts, and facilitate meetings and presentations for meetings involving cross-functional teams.
• Strong skills in facilitation of meetings and presentations, critical and analytical thinking, and working knowledge of the DFPS procurement and contract management processes and systems.
