Job Summary

We are seeking a highly skilled and experienced Community Planning and Development Specialist to join our team at the Assistant Secretary for Community Planning and Development. As a key member of our team, you will be responsible for advising the Deputy Assistant Secretary for Economic Development on the operation of Office functions and programs, analyzing new legislation or regulations, and developing policies and regulations that guide program activities and operations.

Key Responsibilities

  • Advise the Deputy Assistant Secretary for Economic Development on the operation of Office functions and programs, including analyzing new legislation or regulations and developing policies and regulations that guide program activities and operations.
  • Develop and implement policies and regulations that guide program activities and operations, including developing and modifying policies, regulations, initiatives, handbooks, and operational directives.
  • Perform special assignments concerning high-level policy issues brought to the immediate attention of the DAS, including resolving issues and disposing of matters that require coordination, arbitration, or decision involving programmatic, administrative, and organizational issues.
  • Prepare replies to various requests including issuances, regulations, and other publications, analyzing such requests for their overall impact on the program responsibilities of the Office and making specific recommendations for approval or disapproval by the DAS.

Requirements

  • Must be a U.S. Citizen or U.S. National
  • Must successfully complete a background investigation
  • Must have a one year probationary period
  • Must have a high school diploma or equivalent
  • Must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service, including developing or modifying regulations, notices, policies, guidance, or instructions that implement statutory or regulatory requirements for the Community Project Funding (CPF), Rural Housing and Economic Development (RHED), or other Office of Economic Development (OED) programs.

Working Conditions

This is a bargaining unit position. This position is Exempt from the Fair Labor Standards Act (FLSA). HUD offers alternative and flexible work schedules.
