Key Responsibilities

As a Sustainability Compliance Officer, the selected candidate will:

- Collaborate with relevant HUD program personnel across various public program sectors to enforce the National Environmental Policy Act (NEPA) alongside all applicable federal and HUD regulations, integrating these into CDBG-DR initiatives and project execution.

- Design, strategize, and execute projects pertaining to environmental assessments and guidance, delivering comprehensive plans and support services to program staff or stakeholders.

- Examine and interpret CDBG-DR allocation notifications and grantee action plans to aid in the formulation of allocation-specific environmental compliance protocols.

- Support grantees in establishing standard operating procedures for managing their CDBG-DR programs in accordance with 24 CFR Part 58, including methods for adopting environmental reviews from Federal Agencies when CDBG-DR funding is utilized to augment Federal assistance under disaster appropriations.

- Develop and review training resources for HUD personnel, CDBG-DR grantees, and clients regarding the management of HUD environmental policies for CDBG-DR activities.

Employment Conditions

Candidates will be appointed to one of the designated duty stations. Non-compliance with reporting to the assigned location may result in disciplinary measures, including potential removal.

A. This is a term position. A term role does not grant eligibility for transfer to another agency. Term employees do not gain competitive status or eligibility for conversion to a career conditional appointment, nor is the time served under a term appointment credited towards career tenure. A term appointment carries no implied or explicit commitment for consideration for, or placement into, a permanent position.

B. The employment of a term employee concludes automatically at the end of their term. Term employees who previously held a career or career-conditional status will not automatically return to their prior position once the term concludes; however, they may reapply for available career or career-conditional roles.

Essential Requirements:
  • Must be a U.S. Citizen or U.S. National.
  • A one-year probationary period may be necessary.
  • Must successfully undergo a background investigation.
  • Complete a Declaration for Federal Employment to assess suitability for Federal employment, as requested by the agency.
  • Have salary deposited to a financial institution of choice via Direct Deposit/Electronic Funds Transfer.
  • If a male applicant born after December 31, 1959, certify registration with the Selective Service System or exemption from this requirement.
  • Undergo a Personal Identity Verification (PIV) process requiring two forms of identification from the Form I-9. Federal law mandates verification of identity and employment eligibility for all new hires in the U.S.

Qualifications

Specialized Experience for the GS-13 level is defined as one year of experience at the GS-12 level, or equivalent, directly related to the position, equipping the candidate with the specific knowledge, skills, and abilities necessary to fulfill the duties of the role. Specialized Experience for this position includes:

- Conducting and overseeing the development of National Environmental Policy Act (NEPA) environmental compliance reviews (such as categorical exclusions, environmental assessments, or environmental impact statements) for housing, community development, and disaster assistance projects; AND

- Delivering training and technical support related to environmental regulations and the preparation of categorical exclusions, environmental assessments, or environmental impact statements.

Experience may have been acquired in the public, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is evaluated on a prorated basis. To ensure full credit for your work experience, please indicate employment dates by month/day/year and specify the number of hours worked per week on your resume.
