Job Overview

The Metropolitan Washington Council of Governments (MWCOG) is a prominent, independent nonprofit organization dedicated to uniting regional leaders to tackle significant issues affecting the District of Columbia, suburban Maryland, and Northern Virginia. The National Capital Region Transportation Planning Board (NCRTPB) serves as the federally recognized Metropolitan Planning Organization (MPO) for the Washington, D.C. metropolitan area, operating under the auspices of COG.

Team Structure

COG's Department of Transportation Planning (DTP) comprises five specialized teams, with the Travel Forecasting and Emissions Analysis team being the largest. This team, consisting of 16 professionals, is tasked with delivering technical services to both TPB and COG, focusing on regional travel demand forecasting and mobile emissions planning.

The team is further divided into:

  • Model Development Group (MDG): Responsible for the creation, maintenance, and enhancement of the regional travel demand forecasting models. Currently, the team manages multiple models, including the production-use trip-based model known as Generation 2 (Gen2) and is evaluating the next-generation activity-based model, Generation 3 (Gen3), which utilizes the open-source ActivitySim software.
  • Model Application Group (MAG): Engaged in applying the production-use travel model for regional studies, including the Long-Range Transportation Plan (LRTP) and assessing air quality impacts using the EPA's MOtor Vehicle Emission Simulator (MOVES).

Position Summary

COG/TPB is on the lookout for a skilled and enthusiastic Transportation Engineer/Data Scientist to join the Model Development Group (MDG) at either the Transportation Engineer II (Grade 7) or Transportation Engineer III (Grade 8) level, contingent upon qualifications. The successful candidate will collaborate closely with senior transportation engineers on a variety of technical projects.

This role demands robust quantitative abilities and a comprehensive understanding of travel demand forecasting, transportation planning networks, programming, and transportation planning principles. The ideal candidate should be eager to learn, enhance their technical skills, and contribute meaningfully to the agency and the community.

Key Responsibilities

  • Model Development:
    • Assist in the operation, development, and enhancement of regional travel models.
    • Update and maintain datasets related to transportation planning networks and demographic information.
    • Develop and execute scripts for summarizing and analyzing model output data.
    • Conduct analyses of essential datasets for model calibration and validation.
  • Network Development:
    • Learn and support the application and maintenance of COGTools, a customized ArcGIS add-in for managing transportation planning networks.
  • Additional Duties:
    • Prepare reports, technical documents, charts, and GIS maps.
    • Support the operation of technical subcommittees, such as the Travel Forecasting Subcommittee.

Minimum Qualifications

  • Transportation Engineer II: A Master's degree in transportation engineering, civil engineering, transportation planning, urban planning, computer science, data science, or a related field; or a Bachelor's degree with two years of relevant experience; or an equivalent combination of education and experience.
  • Transportation Engineer III: A Master's degree with two years of relevant experience; or a Bachelor's degree with three years of relevant experience; or an equivalent combination of education and experience.
  • Experience in programming or data analysis.
  • Interest in travel demand modeling and programming.
  • Strong analytical and problem-solving skills.
  • Excellent verbal and written communication abilities.
  • Proficiency in standard business software.
  • Ability to work effectively in a team environment.
