We are looking for a proactive, detail-oriented Assistant Program Manager (APM) to join our Global Program Management (GPM) Team. This role is essential in providing administrative, programmatic, and operational support for managing projects within the designated country/region/technical portfolio. The APM will engage in project support activities, including program management, business development, and proposal preparation. This position will involve working on the Young Southeast Asian Leadership Institute (YSEALI) program, which invites emerging leaders from Southeast Asia to participate in a fellowship in the U.S.

Compensation

The salary for the Assistant Program Manager position is commensurate with experience, ranging from $51,873 to $64,841.

Key Responsibilities

Project Management

  • Oversee administrative, contractual, and financial elements of projects, ensuring timely and budget-compliant deliverables.
  • Assist in the recruitment, onboarding, and orientation of consultants and Short-Term Technical Assistance (STTA) personnel.
  • Facilitate logistics for YSEALI Fellows, including accommodation, transportation, and travel arrangements; evaluate Fellows' applications.

Financial Oversight and Compliance

  • Monitor and assess project finances, including obligations, forecasts, and expenditures.
  • Support project staff in budget preparation.
  • Review and process monthly field reports and prepare program updates and financial statements.
  • Examine and reconcile expense reports and travel reimbursements, and prepare necessary procurement documents.
  • Collaborate with staff on various administrative matters (travel, payments, reports, staffing, event planning, etc.).

Communication and Representation

  • Manage project communications, including the creation of blog posts, newsletters, and other informational content.
  • Represent ICMA at workshops and conferences, both domestically and internationally, as appropriate.

Business Development and Proposal Support

  • Engage in business development and proposal activities, including research, staffing recruitment, cost estimation, and proposal writing.

Qualifications

  • Bachelor's Degree in International Development, International Relations, Public Administration, Business, Economics, or a related field.
  • One to three years of relevant experience, which may include internships or volunteer work.

Essential Skills and Abilities

  • Proficient in budgeting, financial management, and office administration.
  • Skilled in creating and managing Excel spreadsheets.
  • Able to work independently on multiple tasks while meeting deadlines and resolving challenges.
  • Exceptional organizational and time management abilities.
  • Strong attention to detail.
  • Effective oral and written communication skills.
  • Ability to manage competing priorities.
  • Knowledge of and interest in the relevant technical area or region.
  • Proficient in Microsoft Office Suite, Adobe Acrobat, and virtual communication tools.
  • Fluency in a second language is advantageous.
