Job Title: Program Manager - Clean Energy Transition

International City County Management (ICMA) is seeking a highly skilled Program Manager to join our team in supporting local governments in the US to accelerate their transition to clean energy and sustainability.

About the Role

The Program Manager will be responsible for providing consultation and technical assistance to local governments on clean energy strategies, coordinating the delivery of training and technical assistance, and managing administrative and technical tasks on domestic projects. The ideal candidate will have a strong background in clean energy policy and programming, as well as experience in project management, procurement, compliance, and budgeting.

Key Responsibilities
  • Provide consultation and technical assistance to local governments on clean energy strategies
  • Coordinate the delivery of training and technical assistance, including developing project materials and ensuring quality and timely submissions
  • Manage administrative and technical tasks on domestic projects, including financial management and reporting, project operations, contract compliance, and deliverables management
  • Develop and maintain relationships with local governments, ICMA members, partners, and technical experts participating on programs
  • Act as direct administrative supervisor for consultants related to timekeeping, travel, and expense processing
Requirements
  • Bachelor's Degree in Public Administration, Planning, Business, Energy/Environmental Policy, Economics, or related discipline
  • Four (4)+ years of related experience managing projects funded by governments, federal agencies, foundations, private sector, and/or multilateral organizations
Preferred Qualifications
  • Master's Degree in related discipline can substitute for one year of experience
  • Prior training in and knowledge of Uniform Guidance, FAR, and AIDAR rules and regulations
  • PMP and/or applicable professional certification
  • Fluency in a second language is a plus
  • Field and/or local government experience is a plus
