Overview

The Principal Aviation Compliance Officer (Air Carrier Maintenance) serves as the key liaison between designated international operators, regulatory bodies, organizations, pilots, and the Federal Aviation Administration (FAA). The incumbent is tasked with ensuring that the entities under their purview adhere to federal aviation regulations as outlined in 14 Code of Federal Regulations (CFR) and associated directives regarding operational programs.

Key Responsibilities

The Principal Aviation Compliance Officer (ASI) operates under broad administrative guidance from management, allowing for independent planning, design, and execution of programs, projects, and studies. The ASI provides expert policy guidance to fellow ASIs on complex regulatory interpretations. The outcomes of their work are generally accepted without modification, although they may be reviewed for compliance with FAA policies and project requirements.

Utilizing advanced knowledge of flight operations for multiengine turbojet aircraft, the ASI addresses all operational capabilities and limitations of these aircraft. Responsibilities at this level involve extensive oversight of major industry players.

As the primary regulatory authority for foreign air carrier operations, the ASI holds significant authority over international operators with complex operational frameworks. They analyze flight operations involving large fleets of turbojet aircraft engaged in extensive passenger and freight services, as well as evaluate maintenance operations and comprehensive aircraft overhaul facilities equipped for the latest turbojet technology.

The ASI is also responsible for regulatory oversight of a diverse range of general aviation organizations, including air taxis and executive operators, when their activities collectively equate to a major air carrier in terms of fleet size and operational complexity.

The ASI is expected to adhere to established laws, policies, and regulations while exercising discretion to innovate and develop new approaches to problem-solving. They utilize their resourcefulness, initiative, and judgment to create evaluation procedures for unique challenges.

The ASI keeps management updated on the progress of all programs and projects, ensuring technical accuracy, coordination, and timely completion of work. They provide advisory support to management on all matters related to their responsibilities and assist colleagues with technical safety assurance inquiries.

Additionally, the ASI aids in drafting a variety of technical correspondence directed towards the international aviation sector, foreign civil aviation authorities, other U.S. governmental agencies, and the public, ensuring clarity, accuracy, and alignment with FAA policies.

Qualifications

To qualify for this position, candidates must meet the OPM Qualification Standard for the Aviation Safety Inspector Air Carrier Maintenance specialty.

General Requirements:
  1. No more than two incidents of federal aviation regulation violations in the past five years;
  2. Possession of a valid state driver's license;
  3. Fluency in English;
  4. No substance abuse issues that could affect job performance;
  5. High school diploma or equivalent.
Medical Requirements:

Applicants must be physically capable of performing the duties of the Aviation Safety Inspector role safely and efficiently.
  1. Good distant vision in each eye and the ability to read printed materials without strain (corrective lenses permitted);
  2. Ability to hear conversational speech (hearing aids permitted);
  3. No physical conditions that would pose a risk to themselves or others during flight.
For positions requiring aircraft operation participation, candidates must possess a valid second-class medical certificate per FAA regulations and pass recurrent medical evaluations as required.

Specialized Experience:

Applicants must demonstrate experience in air carrier maintenance, including:

1. Maintenance and repair of airframes, power plants, and systems of multi-engine aircraft over 12,500 pounds maximum takeoff weight under an airworthiness maintenance program.

2. Experience in a repair station, air carrier, or military facility.

3. Responsibility for certifying airworthiness through maintenance and repair activities.

4. Recent aircraft maintenance experience within the last three years.

5. Possession of an FAA Mechanic Certificate with airframe and power plant ratings.

To qualify, candidates must demonstrate at least one year of specialized experience equivalent to FV-I, FG/GS-13 level.

Education:

Education cannot substitute for experience.
