Overview

The Principal Aviation Safety Evaluator plays a crucial role as the main operational liaison among designated air carriers, aviation operators, regulatory agencies, and the Federal Aviation Administration (FAA). This position is responsible for ensuring that the assigned entities comply with Title 14 of the Code of Federal Regulations (14 CFR) concerning operational programs related to general aviation avionics safety.

Key Responsibilities

The Aviation Safety Evaluator operates under general administrative guidance, primarily planning, designing, and executing programs, projects, and studies independently. This role provides policy support to fellow evaluators on complex policy interpretations, with completed work typically accepted without modification.

Some positions at this level entail organization-wide responsibilities requiring expert knowledge of flight avionics for advanced multiengine turbojet aircraft. Employees in this role are involved in all facets of the aircraft's operational capabilities and limitations.

At the FG-14 level, employees establish technical protocols and performance metrics, reviewing comprehensive flight operations programs for industry leaders or organizations of similar complexity. Assignments at this level are extensive and often intricate.

FG-14 employees assess flight operations programs for organizations utilizing sophisticated aircraft, systems, and equipment. Due to the complexity of the organization or the advanced technology involved, employees must demonstrate creativity in solving unique challenges, often consulting engineers and designers for specific technical advice while operating under broad policy guidelines. Supervisors grant FG-14 employees considerable autonomy in decision-making. Other inspectors frequently seek their expertise on aircraft operation and maintenance issues. Given the significant implications of their decisions on aviation safety and industry standards, their conclusions may require higher-level policy approval.

The Evaluator organizes and allocates time and resources effectively to meet organizational goals. Responsibilities include defining, structuring, and utilizing resources to achieve work objectives within set timelines, analyzing program needs and outcomes, and making necessary adjustments to address organizational demands.

Decisions made in this role can significantly impact the operation and maintenance of advanced aircraft types or a geographic area with diverse aviation operations, directly affecting public safety.

FG-14 employees engage in critical and often sensitive discussions with key officials from major manufacturers and general aviation organizations to resolve issues impacting initial certification or operational programs and their safety compliance.

The Evaluator offers guidance to field staff on complex technical matters, resolving most issues independently, while escalating unique problems to management or senior specialists. They develop strategies, methodologies, and policies to tackle current and future challenges, collaborating with management to find solutions.

Contacts within this role include both internal and external stakeholders. The Evaluator may represent the agency in policy development, inspection activities, or as a technical trainer, delivering formal training sessions. The nature of these contacts varies based on the purpose, required authority level, and the technical issues at hand, typically involving interactions with senior management, professional organizations, industry groups, other government agencies, and international civil aviation authorities.

Qualifications

Employment Conditions
  • U.S. Citizenship is mandatory.
  • Selective Service Registration is required for males born after December 31, 1959.
  • Submission of an SF-50 is required.
  • In-grade/downgrade applications will be considered.
Minimum Eligibility Requirements:

General requirements for all positions:
  1. No more than two separate incidents involving violations of Federal aviation regulations in the past five years.
  2. Possession of a valid State driver's license.
  3. Fluency in English.
  4. No substance dependencies or drug abuse that could impair job performance.
  5. High school diploma or equivalent.
Medical Requirements: Applicants must be physically capable of performing the duties of the Aviation Safety Evaluator role safely and efficiently, with or without reasonable accommodation. The minimum medical standards include:
  1. Good distant vision in each eye and the ability to read printed materials without strain (glasses and contact lenses permitted).
  2. Ability to hear conversational speech (hearing aids permitted).
  3. No physical conditions that would pose a hazard to themselves or others while flying as passengers in various aircraft.
For positions requiring participation in aircraft operations, applicants must:
  1. Hold a valid second-class medical certificate in accordance with FAA regulations.
  2. Pass recurrent medical examinations as prescribed by the FAA.
Specialized Experience: To qualify for this position, applicants must demonstrate at least one year (52 weeks) of specialized experience equivalent to the FG/GS-13 level. This experience should include assisting, conducting, or performing various technical functions related to certification, surveillance, investigation, and enforcement activities. Additional experience may involve investigating and reporting on accidents, incidents, and violations.
