About the Position:

Job Summary:

The City of Roanoke, Virginia is seeking a highly skilled and detail-oriented individual to fill the role of Benefit Program Specialist. As a key member of our team, you will be responsible for determining and re-determining the eligibility of individuals for multiple benefit programs.

Key Responsibilities:

  • Interpret and apply federal, state, and local policies and regulations to ensure accurate eligibility determinations.
  • Evaluate applications for benefit programs through data entry into a rule-based computer system.
  • Complete timely and accurate eligibility determinations for SNAP, Medicaid, TANF, Refugee Cash Assistance, Energy Assistance, and Cremation Assistance.
  • Manage ongoing caseloads, including frequent customer contact, implementing changes, and processing periodic renewals.
  • Identify potential services needed and make appropriate referrals to other community resources.
  • Demonstrate excellent teamwork through cooperation and flexibility.
  • Promote client responsibility with an emphasis on becoming independent by exploring employment opportunities.
  • Explain client responsibilities, rights, and program availability.
  • Prepare reports and maintain client records electronically.
  • Identify possible fraud and make appropriate referrals.

Requirements:

  • High school diploma or general education degree (GED).
  • One to three years related experience and/or training in customer service, human services, interviewing, teaching, accounting, tax preparation, insurance claim process, or medical assistance application processing.
  • Associate degree preferred.
  • Ability to read and interpret documents such as laws, policies, and regulations.
  • Ability to prepare reports and correspondence.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, or oral form.
  • Ability to use computer systems such as Microsoft Word, Excel, and basic office equipment.

Language Skills:

Ability to read and interpret documents such as laws, policies, and regulations. Ability to prepare reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, or oral form.

Work Environment:
