Position Overview

We are seeking a dedicated Housing Finance Specialist to become part of the City of Charleston's Housing & Community Development Department. In this pivotal role, you will oversee the comprehensive coordination, planning, administration, and management of the City's Housing Rehabilitation Programs, which include the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). This position involves evaluating and recommending approval for residential real estate loan applications.

Key Responsibilities
  • Conduct interviews with applicants and gather necessary information for loan or grant applications.
  • Provide guidance and support to applicants throughout the housing rehabilitation process, ensuring all required documentation is secured.
  • Address inquiries related to the housing rehabilitation process and coordinate staff efforts to resolve property owners' concerns.
  • Request property appraisals, credit reports, background checks, and other relevant information for loan applicant evaluation.
  • Analyze financial status, credit history, and property evaluations to assess loan feasibility or submit applications for further verification.
  • Communicate with creditors and applicants to clarify application information.
  • Compile loan packages and facilitate negotiations with applicants in accordance with established policies regarding loan terms and repayment options.
  • Present case summaries for approval to the Redevelopment and Preservation Commission on a monthly basis.
  • Ensure loans are funded in compliance with established guidelines.
  • Verify that all documentation is complete, accurate, and adheres to internal and federal regulations.
  • Identify and analyze potential loan markets to promote program participation.
  • Engage in field recruitment within neighborhoods to attract residents interested in the rehabilitation programs offered by the City.
  • Establish collaborative partnerships with agencies for client referrals to enhance program visibility and participation.
  • Stay informed about federal guidelines governing the programs.
  • Perform additional duties as assigned.
Basic Qualifications
  • Associate's Degree (AA/AS) and 2 years of relevant experience and/or training, or an equivalent combination of education and training.
  • Valid driver's license.
  • Proficient knowledge of Microsoft Office or similar software.
Preferred Qualifications
  • Bachelor's Degree (BA/BS).
