Position Summary:


Colliers Engineering & Design is in search of a Department Head to enhance our Construction Engineering & Inspection division. The Department Head will oversee the professional, technical, managerial, marketing, administrative, and financial dimensions of the discipline.


Become part of our Construction Engineering & Inspection experts who proficiently manage project execution from the initial planning stages to completion, maintaining an exemplary record for budget and timeline adherence.

Our licensed engineering professionals and certified construction personnel possess extensive practical experience in supervision, observation, safety assessments, and inspections, supported by ongoing training to ensure compliance with daily schedules and that all materials are sourced and constructed according to established plans and specifications.

This expertise encompasses heavy roadway construction, single and multi-span bridge projects, traffic signal enhancements, marine construction, railway improvements, water/wastewater systems, and recreational facility development.


Key Responsibilities:
Provide leadership and strategic direction to meet established financial and growth objectives for the discipline.

Accountable for overall productivity, profitability, client satisfaction, and quality assurance across the discipline.

Develop and implement marketing and business development strategies in partnership with the marketing and business development teams.

Oversee proposal development and contract management processes.

Monitor billing and collections activities.

Act as a resource for the leadership team within the discipline.

Regularly assess the workload and resource allocation within the discipline to optimize staff utilization. Address any staff utilization issues promptly.

Prepare for the future of the discipline through effective succession planning.

Encourage professional development among staff, oversee recruitment activities, and manage employee relations effectively.

Ensure compliance with all company policies and procedures.


Work closely with the safety coordinator to implement and adhere to the Health and Safety Program as it pertains to the discipline.

Collaborate with other managers in the region and with the Geographic Discipline Leader.


Serve as project manager while providing guidance to staff on assigned projects, ensuring completion aligns with scope, schedule, quality, and budget.

Assist staff and managers with technical support in the preparation of proposals and contracts for assigned projects.

Prepare relevant information for client and agency meetings and attend as necessary.

Foster the development of skills and competencies among staff essential for effective job performance.

Act as a mentor and coach to staff.

Manage the performance of assigned personnel, conduct performance reviews, and provide input for compensation discussions.

Collaborate with external firms in pursuit of opportunities and manage subconsultant agreements.

Oversee material testing and training requirements to ensure adherence to company policies and relevant prequalification standards.

Qualifications:
A degree in engineering technology or a related field is preferred.

10+ years of experience in construction engineering or inspection, particularly in areas relevant to the discipline.


7+ years of experience in proposal preparation, budget development, financial tracking, and the necessary management skills to lead a team and monitor business performance.

Proficiency in reading, writing, and understanding English for effective communication in job-related contexts.
