Classification Purpose:


This classification aims to deliver strategic planning and logistical support to the Superintendent and management by overseeing multiple teams responsible for construction, maintenance, and repair initiatives related to County infrastructure, including streets, storm drainage, water and sewer systems, and solid waste management.


Key Responsibilities:

Supervises, directs, and assesses assigned personnel; develops and manages employee work schedules to ensure adequate coverage; compiles and reviews timesheets; addresses employee concerns and issues, providing counseling or disciplinary actions as necessary; assists in completing employee performance evaluations; directs workflow; acts as a liaison between staff and management; and trains employees in operational procedures and policies.


Organizes, prioritizes, and allocates work to subordinate teams; schedules work activities to meet objectives; ensures crews have the necessary resources to complete tasks; monitors ongoing work and inspects completed projects; and provides progress and activity reports to management.


Plans, prioritizes, and schedules crew activities; assigns personnel to service requests, coordinating schedules with other teams, contractors, and government agencies; estimates time and costs for materials; and organizes material support for project installations.


Consults with assigned staff to assist with complex issues and provide technical guidance; analyzes situations, makes decisions, and responds to emergencies; and troubleshoots intricate mechanical problems.

Coordinates the maintenance and repair of facilities, vehicles, and construction equipment to minimize downtime; ensures completion of pre and post-trip inspections; and conducts regular safety meetings.


Evaluates and contacts contractors for outsourced work; oversees and assesses contractor performance for compliance with project specifications and completion.

Monitors and inspects ongoing work to ensure safety measures are implemented at the worksite.



Handles customer complaints and assigns qualified personnel to address these issues.

Reviews construction plans and drawings.

Minimum Qualifications:


A high school diploma or GED is required; six years of experience in infrastructure construction and maintenance relevant to the field, including two years in a supervisory role; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this position.


Specific Desires for Roads and Drainage Department:

Experience in Traffic Engineering and Signal maintenance is preferred.

Experience in vehicle maintenance and repair is required.

Licenses or Certifications Required: Must possess and maintain a valid Georgia commercial driver's license; may be required to hold a Wastewater Collection, Water Distribution license, Municipal Solid Waste (SWANA), or Georgia Landfill certification.
