Classification Purpose:


This classification aims to deliver strategic planning and logistical assistance to the Superintendent and management by overseeing multiple teams responsible for construction, maintenance, and repair initiatives related to County infrastructure, including streets, storm drainage, water and sewer systems, and solid waste management.


Key Responsibilities:

The following tasks are typical for this role.

Supervises, guides, and assesses assigned personnel; develops and manages employee work schedules to ensure sufficient coverage; compiles and reviews time records; addresses employee concerns and issues, providing counseling or disciplinary actions as needed; assists in conducting employee performance evaluations; directs work activities; serves as a liaison between staff and management; and trains personnel in operational procedures and policies.


Organizes, prioritizes, and delegates tasks to subordinate teams; schedules work activities to meet operational goals; ensures teams have the necessary resources to complete assigned tasks; monitors ongoing work and inspects completed projects; and provides management with progress and activity reports.


Plans, prioritizes, and schedules team activities; assigns personnel to service requests, coordinating schedules with other teams, contractors, and government entities; estimates time and material costs; and organizes material support for project implementations.


Consults with team members to resolve complex issues and provide technical guidance; analyzes situations, makes decisions, and responds to emergencies; and troubleshoots intricate mechanical challenges.

Coordinates the maintenance and repair of facilities, vehicles, and construction equipment to minimize downtime; ensures completion of pre- and post-trip inspections; and conducts regular safety meetings.


Evaluates and engages contractors when external work is necessary; oversees and assesses contractor performance for adherence to project specifications and completion.

Monitors and inspects ongoing work to ensure compliance with safety protocols.



Addresses customer complaints and assigns qualified personnel to resolve these issues.

Reviews construction plans and specifications.

Minimum Qualifications:


A high school diploma or GED is required; six years of experience in infrastructure construction and maintenance relevant to the field, with two years in a supervisory role; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this position.


Desirable Qualifications for Roads and Drainage Department:

Experience in Traffic Engineering and Signal timing/maintenance is preferred.

Experience in vehicle maintenance and repair is also desired.

Licenses or Certifications Required: Must possess and maintain a valid Georgia commercial driver's license; may be required to hold a Wastewater Collection, Water Distribution license, Municipal Solid Waste (SWANA), or Georgia Landfill certification.
