Job Summary

We are seeking a highly skilled and experienced Program Manager to join our team at the Department of Transportation. As a key member of our organization, you will be responsible for directing subordinate employees in the technical analysis and evaluation of current operational systems used by Flight Service Specialist to provide flight services within the NAS.

Key Responsibilities
  • Participate in planning efforts that cross organizational lines within the major subdivision and LOB/SO on the future needs of flight service operations to development automation and communication equipment, infrastructure needs to support flight service operations, expansion of flight service capabilities, and UAS operations.
  • Direct the team in the development of Statements of Work (SOW) and requirements.
  • Provide direction in the development of contractual relationships, evaluating cost estimates, determining contractor responsibility and compliance, reviewing and monitoring cost, price, and technical changes.
  • Develop and approve solutions to current and anticipated problems which may cross organizational lines and disciplines.
  • Guide subordinate managers, employees, and contractors for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake.
  • Apply knowledge of program management and a comprehensive understanding of the objectives of the major subdivision to perform strategic planning and communicate the organization's mission, vision, and objectives.
  • Organize programs and activities in accordance with the mission and goals of the organization.
  • Develop organizational goals and activities and build a shared vision that incorporates the goals of the agency, the service unit, and the directorate.
  • Manage risks and issues that may arise over the course of the program life cycle, as well as take measures to correct them when they occur.
  • Assess program strengths and identify areas for improvement through the development of an evaluation method.
  • Define, acquire, and allocate budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines.
Requirements
  • One year of specialized experience equivalent to the FV-J, FG/GS-14 level.
  • Experience in the application of program and project management principles and techniques to manage or direct one or more programs.
Working Conditions

This is a Level 5 (Moderate Risk; Public Trust) position that requires favorable adjudication of a Minimum Background Investigation (MBI) background investigation prior to appointment, unless a waiver is obtained.

The person selected for this position may be required to file a financial disclosure statement within 30 days of entry on duty.

The position may be subject to a background investigation and a one-year probationary period may be required.
