Job Title: Division Administrator

Join Olmsted County, MN as a Division Administrator and lead an assigned division by carrying out special projects and overseeing assigned departments. As a key member of the executive management team, you will recommend policy and management decisions for the County and direct the development and implementation of administrative policies, programs, and services.

Key Responsibilities:
  • Lead assigned departments and establish division and department budgets and goals.
  • Collaborate, communicate, and ensure sharing of resources across departments in the division.
  • Oversee special multi-faceted projects across County departments, governmental agencies, and citizen groups.
  • Makes recommendations regarding community relations and promotes citizen participation.
  • Authorize hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees' grievances (in conjunction with the HR Director as appropriate) on behalf of the employer.
  • Presents information, status reports, and policy recommendations related to programs and operations to the executive management team and department directors.
  • Presents at conferences, seminars, public hearings, and other meetings, representing the County.
Requirements:
  • Considerable knowledge of Minnesota government and the principles and practices of public finance, policy analysis, planning, public administration, laws, ordinances, regulations and services and programs of county government.
  • Knowledge of principles of management analysis necessary to analyze, recommend and evaluate programs, administrative policies, and organizational structures.
  • Thorough knowledge of inter-governmental relations.
  • Thorough knowledge of economic and social challenges of the County and of its resources.
  • Skill in planning, implementing, and evaluating programs, systems, policies, and procedures.
  • Skill in analyzing and changing existing processes to reduce time and resource requirements.
  • Skill in negotiation.
  • Skill in team building and managing team dynamics.
  • Skill in conflict management and problem solving.
  • Skill in the use of computers and technology.
  • Skill in verbal, non-verbal, and written communication, including presenting.
  • Skill in managing projects.
  • Ability to establish an organizational vision and to drive strategic change.
  • Ability to make difficult decisions that anticipate future trends, assess impact of issues, and display a County-wide perspective.
  • Ability to work independently to find creative and innovative solutions to complex problems.
  • Ability to delegate responsibility and to capitalize upon the strengths of individual staff members.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to prepare and interpret plans, budgets, technical and administrative reports.
