Job Summary

The Commonwealth of Virginia is seeking a highly skilled DBE Transportation Business Development Specialist to provide expert advice and assistance to Disadvantaged Business Enterprises (DBE) and Small, Woman, and Minority-owned (SWaM) businesses engaged in state procurement, including construction projects such as highways, roadways, transportation facilities, and other public buildings.

Key Responsibilities
  • Conduct on-site visits to clients seeking DSBSD certification or re-certification as required.
  • Provide technical assistance on the state's procurement and certification process to DSBSD clients.
  • Perform certification reviews and processing of applications, if assigned.
  • Work with state agencies to develop comprehensive and specific procurement initiatives for DBE and SWaM certified vendors as required.
  • Perform other additional duties or special projects as needed.
Requirements
  • Experience and working knowledge of providing transportation supportive and business development services to DBE and SWaM businesses.
  • Knowledge of business certification programs, to include DBE and SWaM.
  • Knowledge of applicable laws and regulations, policies and procedures, practices and methods related to the certification of businesses.
  • Knowledge of the Virginia Public Procurement process.
  • Ability to interpret and apply policies, rules, and regulations.
  • Ability to work well with staff, other state agencies, vendors, and the public.
Preferred Qualifications
  • Experience in construction management, engineering, business administration, or a combination of education, training, and experience equivalent to the above.
  • Experience working with the transportation construction industry.
  • Experience working with the small business community.
  • Strong oral and written communication skills, analytical, and computer skills (software applications for databases, word processing, and spreadsheets).
