Key Responsibilities- Business Transformation: Serve as the agency's business architect to lead business transformation efforts, supporting continuous improvement in the agency and leading progressive IT programs, change management, business process re-engineering, and data management.
- Strategic Direction: Provide strategic and tactical direction for assigned program areas, maintaining business integration role by working collaboratively on behalf of the business to ensure effective deployment of information technology capabilities for stakeholders throughout the agency.
- Data Management: Develop proper governance for agency data management maturation to ensure effective data-driven decision making, as well as governance around business enablement technologies.
- Program Execution: Directs, through subordinate supervisors, all program, operations, and staff in assigned areas, performing managerial and technical work ranging from moderate to considerable difficulty.
- PTD Management: Provide effective management of PTD people, processes, policies, and technology as an assistant division administrator, ensuring the development and performance improvement of assigned PTD staff.
- Change Management Initiatives: Support change management initiatives by helping lead or manage organizational change throughout the organization, supporting the agency through studies, analyses, change management, and special assignments.
- Business Architecture, Data Management, and Data Science Related Functions: Oversee Business Architecture planning, development, and implementation efforts, overseeing the re-engineering of major business processes, and overseeing Data Management planning, development, and implementation efforts.
- Process Improvement: Manage work throughput by monitoring and measuring progress to tactical KPIs that cross functional boundaries as well as unit-specific measures, managing delegated processes for each shared program area and monitoring and assessing performance via tactical KPIs.
- Staff Development: Interact with subordinates to provide leadership and guidance in managing the area, applying concepts, practices, and procedures of supervision and leadership in each functional area.
- Business Analysis and IT Delivery Related Functions: Manage project managers and task leaders who conduct a variety of tasks from simple solutions to major technology implementations, leading function by aligning business needs with appropriate delivery paths.
- Leadership: Ensure IT investments have demonstrated value and ROI, acting in the capacity of Division Administrator when necessary.
- Compliance: Provide compliance management by ensuring management and staff comply with required VITA, DHRM, VDOT, and ITD policy.
- Ability to develop research methodologies, communicate research results, and develop recommendations.
- Comprehensive knowledge of project management and program management metrics, techniques, and control processes.
- Ability to facilitate large groups and teams in geographically dispersed locations across multiple disciplines and organizational levels.
- Ability to work independently, lead, coach, and direct teams.
- Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.

- Extensive knowledge of SharePoint, Power Platform, Microsoft Teams, and how these tools can be leveraged to achieve business architecture goals and objectives.
- Extensive knowledge of VDOT's technology architecture and standards and depth and breadth of technology solutions.
- Extensive skill in requirement elicitation for software systems and applications using various techniques to elicit system and software requirements.
- Ability to apply system engineering, management, planning, and accounting principles to projects.
- Knowledge of organizational change management.
