The Emergency Management Specialist will be engaged with the U.S. Agency for International Development (USAID) Office of Management Services (M/MS). This role involves assisting in the design, development, and execution of the Agency's Occupant Emergency Program and the Continuity of Operations (COOP) Program for USAID facilities and missions, ensuring adherence to GSA, FPS, ISC, OSHA, WH, and DHS/FEMA standards.

Key Responsibilities

  • Develop and revise the Agency Facility Occupant Emergency Plans, providing clear instructions for occupants during emergencies.
  • Formulate and update COOP and Emergency Management Automated Directives System (ADS) Policies, Plans, and Standard Operating Procedures (SOPs).
  • Create and refine Mission Continuity Plans and Mission Multi-year Test, Training, and Exercise Plan Templates.
  • Design actionable, tactical procedures for emergency response teams at USAID, focusing on tools such as checklists.
  • Prepare operational orders that encompass timelines, flowcharts, and job aids.
  • Conduct and support emergency management, COOP, and Mission Readiness Assessments.
  • Develop emergency signage for shelter-in-place scenarios, building closures, and identification checks.
  • Participate in and facilitate after-action reviews and reports for various emergency management and COOP initiatives.
  • Provide improvement plans and strategic recommendations based on tabletop exercise outcomes.
  • Prepare training materials for the annual National Preparedness Month.
  • Update the COOP program in line with expected revisions to Federal Continuity Directives 1 & 2 and any new regulations from FEMA/DHS.
  • Prepare the COOP Program for evaluation using the latest FEMA Continuity Evaluation Tool.
  • Assist with Emergency Notification System (ENS) alert and notification testing and training.
  • Facilitate annual COOP awareness training for various divisions within USAID.
  • Conduct internal training sessions, including First Aid, CPR/AED, and Stop-the-Bleed training.
  • Provide updates and inputs for COOP and Emergency Management programs during Monthly Readiness Meetings.
  • Perform administrative tasks such as maintaining emergency management and COOP rosters, restocking first aid kits, and developing action memos.
  • Occasionally perform duties at the Alternate Operating Facility.
  • Execute other related tasks as required.

Qualifications

  • Bachelor's degree is mandatory.
  • A minimum of 5 years of experience in emergency management, COOP, or related fields, including at least 2 years as a support contractor or government/military staff.
  • Secret clearance is essential.

Knowledge, Skills, and Abilities:

  • Proficient in data gathering and analysis.
  • Ability to apply critical thinking to diverse challenges.
  • Strong comprehension and analytical skills for complex issues.
  • Proficient in Google Workspace, including Google Docs, Sheets, and Slides.
  • Team-oriented with excellent collaboration skills.
  • Exceptional oral and written communication abilities.
  • Willingness to travel domestically and internationally 2-4 times annually.
  • Capability to become certified in First Aid, CPR/AED, and Stop-the-Bleed.
  • Availability for a standard 40-hour work week, with on-site requirements.
