Job Title: Learning and Development Manager

Guilford County Government is seeking an experienced Learning and Development Manager to enhance the professional growth of our employees. This role will play a crucial part in shaping the skills and competencies of our workforce, driving organizational success through effective training initiatives.

Key Responsibilities:
  • Manage staff development for the county, conducting needs assessments, planning, implementing, coordinating, delivering, and evaluating learning and organizational development programs.
  • Collect, compile, analyze, and present data from learning participants to gauge the effectiveness of courses.
  • Design and maintain records of learning efforts, including individuals enrolled and completing each course and master data on courses offered, dates, number of enrollees, and other relevant information.
  • Maintain inventory of HR Department audio-visual equipment.
  • Provide input and recommendations for learning and organizational development budget as requested.
  • Oversee the Learning and Organizational Development budget.
  • Assist other County Departments with learning and development functions as requested.
  • Provide learning recommendations and lead County-wide learning initiatives.
  • Determine training requirements through trend analysis and assist departments with developing learning curriculums and obtaining training services.
  • Serve as the lead administrator of the Learning Management System (LMS) for the HR team.
  • Develop and administer professional development opportunities, including pre-supervisory, supervisory, and leadership development.
  • Train and update staff to obtain optimum effectiveness and application of knowledge, skills, and abilities.
  • Coordinate with external organizations and sources to offer professional development opportunities via e-learning, video streaming, and other sources.
  • Research best practices and technologies available for ways to better enhance learning effectiveness.
  • Ensure quality of program materials, methods, and presentations for areas of responsibility; identify and develop programs and processes to meet the needs of the employee and organization.
  • Act as liaison to research and select outside consultants and trainers to conduct training in specialty areas when outsourced learning would best serve our employees.
Requirements:
  • Extensive knowledge of Microsoft Office, HR systems, and similar computer software.
  • Extensive knowledge of County policies, departments, processes, and procedures.
  • Thorough knowledge of the human resources function and its impact on the organization.
  • Thorough knowledge of training theory, principles, techniques, design, and implementation, with special emphasis on adult learning.
  • Thorough knowledge of Learning Management Systems, training resources, equipment, and materials.
  • Thorough knowledge of curriculum and course design, instructional methods, and training needs assessment and evaluation systems and methods.
  • Considerable knowledge of human motivation, leadership styles, and human behavior.
  • Considerable skill in group dynamics, training, and consultation.
  • Ability to exercise sound judgment in assessing learning needs, developing objectives, recommending learning programs and activities, and evaluating learning programs.
  • Ability to develop curricula, course outlines, and learning goals and objectives.
  • Ability to adapt and communicate information to a wide range and level of employees and situations.
  • Ability to plan, organize, and implement a wide variety of learning programs.
  • Ability to communicate effectively in oral, written, and electronic forms.
  • Ability to develop and maintain effective working relationships with managers, supervisors, employees, external learning resources, and all County staff.
Qualifications:
  • Bachelor's Degree in Human Resources, Organizational Development, Education, Sociology, Psychology, or Business or related field.
  • 5+ years of experience related to adult education in developing curricula, presentation skills, coaching, data analysis, and management.
  • 1+ year managing others or demonstrated ability to lead others.
Preferred Qualifications:
  • Master's Degree in Human Resources, Organizational Development, Education, Sociology, Psychology, or Business or related with four years of management level employment work experience.
  • 4+ years of directly related experience in preparing and delivering training programs, along with an Association of Talent Development (ATD) certification.
  • Proficient with Microsoft Office Suite, particularly PowerPoint, Word, and Excel.
