Position Overview

The California Civil Rights Department (CRD) is dedicated to safeguarding individuals from discrimination in various sectors including employment, housing, and public services, while also combating hate violence.

Under the supervision of the Deputy Director (CEA) of the Administrative Services Division, the Labor Relations Manager is tasked with developing, executing, and overseeing the CRD's Labor Relations and Performance Management Programs. In relation to the Labor Relations Program, the Manager offers strategic direction and support to CRD's leadership on issues such as contract interpretation, workplace conditions, grievance handling, and negotiation strategies. Regarding the Performance Management Program, the Manager advises supervisors on performance standards, disciplinary actions, and administrative processes.

Key Responsibilities

  • Serve as a liaison between departmental management and various stakeholders, including collective bargaining representatives and state agency personnel.
  • Provide guidance on contract negotiations and workplace changes.
  • Assist in the resolution of grievances and complaints.
  • Ensure compliance with relevant labor laws and regulations.

Working Environment

The role requires the ability to manage stress and operate effectively in a dynamic and sometimes noisy environment. Daily tasks involve extensive use of technology, including telephones and computers, for approximately 6.5 to 7 hours each day. Physical requirements include reaching, bending, and repetitive hand movements.

Special Requirements

Occasional travel may be necessary, and adherence to conflict of interest regulations is mandatory. The incumbent must possess a thorough understanding of the Ralph C. Dills Act and related personnel laws, demonstrating sound judgment and problem-solving skills.
