Job Summary

This position is located in the U.S. Department of Labor (DOL), Occupational Safety and Health Administration (OSHA). The incumbent provides executive leadership and direction in the formulation, development, and execution of assigned program functions that are carried out by subordinate employees working under the supervision of Office Directors in the following offices: Office of Construction Standards and Guidance; Office of Engineering Services; and Office of Construction Services.

Key Responsibilities
  • Develops and promulgates construction safety standards and regulations (with economic analysis support from the Directorate of Standards and Guidance and legal support from the Office of the Solicitor (SOL) to ensure safe working conditions for the nation's construction workers.
  • Coordinates with and provides assistance to other regulatory agencies on the implementation and enforcement of major construction safety and health requirements.
  • Provides technical assistance and develops compliance directives, guidelines, interpretations, policies, and clarifications of occupational safety standards relating to the construction industry.
  • Provides advice to SOL on matters regarding the appeal and settlement of construction cases in litigation.
  • Develops realistic and effective OSHA enforcement programs for the construction industry and participates in incorporating these programs into comprehensive programs for inspections and investigations undertaken by field compliance officers.
Requirements
  • Must be a U.S. citizen.
  • Must meet Mandatory Technical Qualifications and Executive Core Qualifications.
  • Must complete one year SES probationary period if not previously covered.
  • Subject to financial disclosure requirements.
  • Appointment to this position may require a background investigation.
