The IT Operations Team Leader is the key decision-maker in the realm of Information Technology (IT) and is accountable for the management and technical oversight of the Information System (IS) in alignment with both internal and external security standards. This role involves supervising the daily testing, implementation, deployment, maintenance, and administration of cyber systems or networks, along with their infrastructure hardware and software. The IT Operations Team Leader will act as the Subject Matter Expert (SME) within the Information Assurance technical domain. The ideal candidate should be capable of working autonomously as well as collaboratively with a team of analysts skilled in operations research, mathematics, and other relevant disciplines.

Key Responsibilities

  • Manage personnel within the team.
  • Oversee training, mentoring, education, planning for paid time off, remote work requests, daily reporting requirements, quarterly evaluations, annual reviews, and timesheet approvals.
  • Continuously monitor, analyze, and respond to events related to Information Systems, networks, and security.
  • Document compliance activities in accordance with the approved authorization package from governing authorities.
  • Develop procedures and documentation to ensure adherence to Configuration Management (CM) for security-relevant IS software, hardware, and firmware.
  • Ensure that systems are operated, maintained, and disposed of in accordance with the approved authorization package and customer directives.
  • Maintain records for workstations, servers, software, routers, firewalls, network switches, and other pertinent hardware throughout the lifecycle of the information system.
  • Evaluate proposed changes or additions to the information system and provide security relevance advice to senior site leadership.
  • Lead and conduct education and training on security IS practices.
  • Mentor other engineers in cybersecurity and secure software development methodologies.
  • Participate in internal and external security audits and inspections; conduct risk assessments and continuous monitoring.
  • Lead investigations into computer security violations and incidents, reporting as necessary to both Facility Security and Senior Program Managers.
  • Ensure that appropriate protective or corrective measures are implemented when an incident or vulnerability is identified.
  • Collaborate with the Facility Security Officer (FSO) to develop, implement, and manage a formal Information Security / Information Systems Security Program.
  • Formulate, implement, and enforce Information Security Policies and Procedures.
  • Author, review, and update IS Authorization documentation (Body of Evidence) to support IS Assessment and Authorization activities.

Basic Qualifications

  • A Bachelor's degree with 12 to 15 years of relevant experience in Information Systems, Computer Science, or a related field, or a Master's degree with 6 to 10 years of relevant experience. Additional relevant experience, training, or certification may be considered in lieu of a degree.
  • Comprehensive understanding of the Risk Management Framework (RMF), NIST, ICD, and CNSS standards.
  • Familiarity with network technologies (LAN & WAN) and best practices within a classified environment, including cryptography and key management.
  • Proficient knowledge of Microsoft Windows operating systems (workstation & server), Linux, and system virtualization (multiple hypervisors) in a secure network context.
  • Experience with compliance scanning tools (e.g., SCAP) and vulnerability scanning tools (e.g., ACAS).
  • Hands-on experience with DISA Security Technical Implementation Guide (STIG) implementation and management.
  • Ability to operate effectively in a constantly evolving regulatory environment with short-, mid-, and long-term timelines for addressing any non-compliance.
  • Strong team collaboration skills and adaptability to change.
  • Excellent writing and verbal communication skills.
  • Active TS/SCI clearance is required.
  • CISSP Certification must be obtained within six months of hire.

Preferred Qualifications

  • Previous or current experience as an ISSM/ISSO.
  • Knowledge and experience with DoD IS.
