Position Overview:
The IT Operations Team Leader serves as the principal decision-maker in the realm of Information Technology (IT), overseeing the management and technical administration of Information Systems (IS) while adhering to both internal and external security standards.

Key Responsibilities:
The IT Operations Team Leader will manage daily activities related to testing, implementation, deployment, maintenance, and administration of cyber systems or networks, along with their associated hardware and software infrastructure.

This role requires acting as the Subject Matter Expert (SME) in the field of Information Assurance. The ideal candidate will demonstrate the ability to work autonomously as well as collaboratively with a team of analysts skilled in operations research, mathematics, and various other disciplines.

Essential Duties:

  • Oversee personnel management for the team, including training, mentoring, and performance evaluations.
  • Continuously monitor, analyze, and respond to events related to Information Systems, networks, and security.
  • Document compliance activities in line with the approved authorization package from governing authorities.
  • Develop and maintain procedures to ensure compliance with Configuration Management (CM) for security-relevant IS software, hardware, and firmware.
  • Ensure that systems are operated, maintained, and disposed of according to the approved authorization package and customer directives.
  • Maintain records for workstations, servers, software, routers, firewalls, network switches, and other critical hardware throughout the information system's lifecycle.
  • Evaluate proposed changes or additions to the information system and provide security relevance assessments to senior leadership.
  • Lead and conduct security education and training sessions.
  • Mentor engineers in cybersecurity and secure software development practices.
  • Participate in internal and external security audits, perform risk assessments, and ensure Continuous Monitoring.
  • Lead investigations into computer security violations and incidents, reporting findings as necessary.
  • Collaborate with the Facility Security Officer to develop and manage a formal Information Security/Information Systems Security Program.
  • Establish, implement, and enforce Information Security Policies and Procedures.
  • Author, review, and update IS Authorization documentation to support Assessment and Authorization activities.

Qualifications:
A Bachelor's degree with 12 to 15 years of relevant experience in Information Systems, Computer Science, or a related field, or a Master's degree with 6 to 10 years of experience is required. Additional relevant experience, training, or certifications may be considered in lieu of a degree.

Applicants should possess a detailed understanding of the Risk Management Framework (RMF), NIST, ICD, and CNSS standards, along with familiarity in network technologies (LAN & WAN) and best practices within classified environments.

Experience with Microsoft Windows operating systems, Linux, and system virtualization in secure network environments is essential. Proficiency with compliance scanning tools and vulnerability scanning tools is also required.

Candidates must be adaptable to a dynamic regulatory environment and possess strong writing and verbal communication skills. An active TS/SCI clearance is mandatory, and CISSP Certification must be obtained within six months of hire.

Preferred Qualifications:
Experience as an ISSM/ISSO and knowledge of DoD IS are highly desirable.
