Job Overview

***This position is temporary and operates for a maximum of 28 hours weekly.***

The Redding Rancheria is in search of a Compliance Auditor I. This role is designed to ensure adherence to regulatory standards within the Gaming Operations.

POSITION SUMMARY:

Design, execute, and uphold an independent auditing framework for the evaluation of Gaming Operations, employing the existing audit procedures manual. This role will oversee an Audit Plan aimed at assessing compliance with all relevant laws and regulations. You will be tasked with reviewing and investigating all incident reports generated by security and/or surveillance.

The educational qualifications listed below represent the minimum requirements necessary for the successful execution of this role; however, higher educational achievements may be considered during the hiring process:

  1. A High School diploma or equivalent is preferred.


Experience and Knowledge Requirements:

The experience and knowledge requirements outlined here are representative of the minimum that must be met by the team member to successfully perform the essential functions of this position; however, higher levels of experience and knowledge than required may be reflected during the recruitment process:

  1. Familiarity with National Indian Gaming Commission Internal Controls.
  2. Understanding of Redding Rancheria Gaming Ordinance and Tribal/State Compact.
  3. Proficient reading and report writing skills.
  4. Knowledge of ABC Laws and regulations.

Physical Requirements:

The physical requirements outlined here are representative of those that must be met by the team member to successfully perform the essential functions of this job:

  1. Frequent walking, observing, and assessing activities within the Casino.
  2. Periods of sitting and standing are required.

KEY RESPONSIBILITIES:

  1. Develop, implement, and maintain an independent Audit Program for the Gaming Commission's Compliance Audit Plan utilizing the current audit procedures manual.
  2. Select, verify, and analyze transactions for audit projects based on defined criteria.
  3. Ensure policies and procedures comply with applicable Federal, State, and Redding Rancheria Laws, Rules, and Regulations.
  4. Review transactions, documents, records, reports, and methods for accuracy and effectiveness.
  5. Generate audit reports and provide recommendations for addressing non-compliance issues. Submit audit findings for review.
  6. Follow up on previous corrective actions to ensure implementation.
  7. Conduct interviews with gaming staff and management as necessary.
  8. Review and assess compliance exception issues from external and internal sources.
  9. Perform required independent audits in a timely manner.
  10. Conduct random department audits and create internal audit forms and procedures.
  11. Coordinate annual audits with external auditors.
  12. Maintain an inventory of all Gaming machines, including their locations on the gaming floor.
  13. Process background investigations for potential and current vendors.
  14. Ensure all new games meet internal control regulations.
  15. Verify slot machine signatures.
  16. Ensure background investigations comply with state compact licensing regulations.
  17. Issue vendor licenses and maintain an updated inventory of Gaming and Non-Gaming.
  18. Assist in investigations when discrepancies are identified, providing testimony as needed.
  19. Maintain updated contact information for all licensed vendors.
  20. Provide monthly vendor status reports to the Executive Director.
  21. Uphold confidentiality in all matters.
  22. Adhere to all Policies and Procedures.
  23. Be available on-call as required.
  24. Maintain logs of all machine access and maintenance.
  25. Issue Gaming Machine Shipping Permits as necessary.
  26. Be prepared to assist in other areas of the Gaming Department when needed.
  27. Train new team members in the Gaming Department.
  28. Complete training in the CJIS fingerprinting system.
  29. Obtain training to become a Local Agency Security Officer (LASO) for CJIS.
  30. Assist the Executive Director with preparation for annual audits.
  31. Maintain and update all departmental Standard Operating Procedures (SOPs).
  32. Attend educational training to stay current with changing regulations.
  33. Understand and adhere to the Redding Rancheria Tribal Gaming Regulations, Ordinance, and State Compact.
  34. Investigate and resolve Surveillance incident reports.
