About Us

Outside In is dedicated to empowering marginalized youth, including those experiencing homelessness, LGBTQIA+ individuals, and people of color. We are seeking a Resource Navigator to join our ROSE program within the Youth Services team. This role is essential in fostering youth engagement through innovative strategies and a strengths-based approach. We prioritize a trauma-informed and culturally responsive framework, recognizing the importance of youth expertise in their own lives.

Role Summary

The Resource Navigator will be instrumental in maintaining current knowledge of local resources, eligibility criteria, and referral processes within the Portland area. Key resources include:
  • Treatment Services
  • Housing Solutions
  • Support Groups
  • Mental Health Services
  • Basic Needs Assistance
This position will also involve conducting assessments and supporting participants transitioning out of our programs, ensuring they are connected to necessary resources.

Key Responsibilities
  • Develop and nurture positive relationships with youth utilizing ROSE services.
  • Connect participants with essential resources throughout the Portland Metro Area.
  • Maintain collaborative relationships with community partners and organizations to enhance service accessibility.
  • Support Peer Mentor staff through training and information sharing on substance use disorder topics.
  • Engage youth in program offerings and activities.
  • Conduct assessments to facilitate appropriate resource referrals.
  • Assist participants transitioning from our programs to ensure a smooth handoff to additional resources.
  • Facilitate effective communication among team members and across programs.
  • Attend team meetings and ensure timely documentation of services.
  • Perform other related duties as assigned.
Qualifications

Knowledge
  • Understanding of the challenges faced by LGBTQ and BIPOC communities.
  • Familiarity with local resource networks.
  • Knowledge of trauma-informed care and harm reduction practices.
Skills
  • Ability to engage effectively with diverse populations.
  • Strong communication skills to build professional relationships.
  • Willingness to travel for outreach and community events.
  • Capability to conduct assessments and provide referrals.
  • Proficient in maintaining detailed tracking reports.
  • Commitment to ongoing learning and professional development.
  • Ability to navigate relevant technologies and software.
  • Spanish language proficiency is a plus.
Education and Experience
  • Preferred: CADC 1 certification.
  • Required: Ability to obtain CADC 1 within six months of hire.
  • Preferred: Two years of experience working with diverse youth populations.
  • Experience with homeless individuals and those facing mental health or substance use challenges is preferred.
  • Must pass a pre-employment background check.
Working Environment

This position involves working in a standard office setting, remote work, and various community locations to facilitate resource connections. The role requires flexibility to meet participants in diverse environments.

Physical Demands
While performing the duties of this role, the employee is regularly required to sit, talk, and hear for extended periods. The position may require occasional lifting of up to 20 pounds and travel within the community, with a preference for candidates who can drive.
