POSITION OVERVIEW:
The City of Waterville is seeking qualified candidates for the role of Director of Finance and Administration.

Reporting directly to the Municipal Administrator, this position is responsible for the strategic planning, execution, and oversight of the City's financial systems. The Director will ensure the integrity of financial records, manage personnel records, and prepare comprehensive financial reports. Additionally, the role includes overseeing the daily operations of the administrative office and supervising the Finance Department, which encompasses the Utility Billing Office.

SALARY RANGE: The current salary range is $79,000 to $93,000.

KEY RESPONSIBILITIES:

1. Collaborate with the Municipal Administrator to set priorities and enforce municipal policies and regulations.
2. Supervise the Finance Department, ensuring effective management of administrative, managerial, and professional functions.
3. Develop and implement departmental rules, regulations, and procedures to fulfill the Department's mission.
4. Manage personnel assignments, evaluations, and disciplinary actions within the Department.
5. Maintain custody of all public records and serve as the Secretary for the City Records Commission.
6. Oversee the establishment and maintenance of the City's accounting system in accordance with municipal accounting principles.
7. Prepare financial reports for various stakeholders, including the Council and Department Heads.
8. Review and certify requisition and purchase order requests, ensuring compliance with financial regulations.
9. Coordinate with auditors during state audits and ensure adherence to internal control functions related to cash handling.
10. Prepare year-end financial reports for relevant state and municipal agencies.
11. Manage the annual Finance Department budget and oversee fixed asset accounting.
12. Act as the primary contact for the City's insurance matters and manage related contracts.

QUALIFICATIONS:

Applicants should possess a Bachelor's degree in accounting, business, finance, public administration, or a related field, along with a minimum of five years of relevant experience in local government or fund accounting, including three years in a supervisory capacity. Equivalent combinations of education and experience will also be considered.

LICENSURE REQUIREMENTS:
Must hold a valid Driver's License with no record of suspension or revocation and be eligible for coverage by the City's vehicle insurance provider.
