Position Summary


The primary role of the Utility Operations Coordinator is to facilitate the secure functioning of the company's pipeline infrastructure through engineering assessments (design evaluations, stress analyses, etc.) and effective communication with stakeholders and external parties that may encroach upon the company's assets.


  • Analyze plan and profile drawings. Collaborate and communicate with external entities, including both private and public organizations, to thoroughly assess the scope of encroachments, their proximity to company pipelines or rights-of-way, and the potential impact on facilities.
  • Ensure that proposed developments and constructions adhere to the company's encroachment evaluation standards and comply with Regulatory Agency requirements.
  • Conduct pipeline stress evaluations related to encroachments, including heavy equipment crossings and roadway or railroad crossings over existing pipelines, and provide recommendations for pipeline protection or mitigation as necessary.
  • Deliver written recommendations, design modification guidance, and stipulations for Encroachment Agreements or Letters of No Objection issued to encroaching entities by the Company Land Department.
  • Organize and participate in meetings with various internal departments and external parties as required.

Required Qualifications

  • Bachelor's Degree in Engineering - Civil or Mechanical Engineering
  • Minimum of 3 years of experience in utility coordination - Experience in the oil & gas sector is advantageous.
  • Exceptional writing and communication abilities.
  • Proficient in interpreting and marking up construction drawings.

Preferred Skills and Experience:

  • Capacity to manage multiple assignments concurrently.
  • Adept at analyzing and assessing dredging activities and their impact on the company's pipelines.
  • Familiarity with GIS, Google Maps, and Blue Beam software.
  • Professional Engineer (PE) licensure in Texas or the ability to obtain it within six months of hire is a plus.
