Position Title: Utility Operations Supervisor
CLASS SUMMARY:
The role involves overseeing supervisory functions to support maintenance and operational directives within designated areas. Responsibilities may encompass: equipment operation; crew leadership; daily operational supervision; contributing to unit goals, objectives, and budget formulation; preparing departmental reports; monitoring inventory levels; addressing complex customer service issues; ensuring regulatory compliance; and executing related tasks. Supervisors are responsible for staff management, including performance evaluations, training coordination, and implementing hiring, disciplinary, and termination processes.
KEY RESPONSIBILITIES:
- Oversees daily operations of multiple utility teams, which includes maintaining, installing, and repairing utility infrastructures such as water distribution and collection systems, as well as roadways, sidewalks, curbs, and drainage systems. Responsibilities may involve determining daily operational requirements and ensuring adherence to relevant policies and procedures.
- Accountable for planning, coordinating, administering, and assessing projects, processes, costs, procedures, systems, and standards; developing and coordinating work plans; inspecting ongoing and completed work to ensure compliance with established standards; assisting staff with complex tasks and maintenance jobs; participating in the formulation of goals, objectives, and budgets; and ensuring compliance with applicable Federal, State, and Local laws, regulations, codes, and standards.
- Maintains current knowledge and accurate daily records of field crew projects and performance metrics.
- Supervises Maintenance and Operations personnel and/or contractors, including prioritizing and assigning tasks; conducting performance evaluations; processing payroll; ensuring staff training; ensuring adherence to policies and procedures; and implementing hiring, termination, and disciplinary actions.
- Enhances safety and efficiency of equipment by coordinating inspections, repairs, maintenance, and operation of vehicles and equipment; may participate in the procurement of supplies and equipment; and may solicit quotes for equipment purchases.
- Prepares, updates, and processes various records, files, reports, work orders, and other related information pertinent to operational activities for the assigned department.
- Identifies, investigates, and resolves complex issues and concerns from customers or related to safety; conducts follow-ups to assess customer satisfaction and service quality.
- Coordinates with internal and external departments, personnel, and agencies, and participates in meetings to exchange information and facilitate operations and processes.
- Ensures on-call schedule is adequately covered and must be accessible after hours for emergency situations.
- Performs additional duties of a similar nature or level as required.

TRAINING AND EXPERIENCE:
High School Diploma or GED and 5 years of progressively responsible experience in the relevant field, including 2 years of supervisory experience; or an equivalent combination of education and experience sufficient to effectively perform the essential duties of the position.
LICENSING REQUIREMENTS:
Depending on the assignment, may require:
- CDL
- Class B Wastewater Certification
- Class B Water Certification
KNOWLEDGE:

PHYSICAL REQUIREMENTS:
This position typically requires: climbing, balancing, stooping, kneeling, crouching, reaching, walking, pushing, pulling, lifting, and repetitive motions.
Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
Incumbents may encounter hazardous physical conditions, such as mechanical parts, electrical currents, vibrations, and exposure to hazardous materials.
