Job Summary

The Administrative Specialist will provide direct staff support to the Rehabilitation and Long-Term Care (RLTC) Service Line Director or Chief. The incumbent will be responsible for planning, organization, development, direction, and evaluation of all the Service line administrative functions.

Key Responsibilities
  • Provide full staff assistance in administrative matters relating to patient concerns, budget management, contract management, clinical support, and assuring requirements for care are met.
  • Provide primary administrative support to the Division Directors and clinical committees to include planning, organization, and support of RLTC programs, such as Community Living Center (CLC), Home and Community Based Services (HCBS), Physical Medicine and Rehabilitation (PMRS), and the integration of Whole Health Services throughout.
  • Maintain data related to workload, access, staffing, and budget to ensure best patient care within the context of existing constraints.
  • Participate collaboratively in developing strategies for the RLTC Division to meet its goals and mandates in efficient, effective ways.
  • Lead special projects for the Clinical Service Line Directors, Service Chiefs, and Division Directors as needed.

Qualifications

To qualify for this position, applicants must meet time in grade and specialized experience requirements within 30 days of the closing date of this announcement, 10/22/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.

For a GS-09 position, you must have served 52 weeks at the GS-07.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:

Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations;

Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in the area studied;

Knowledge of the major issues, program goals, and objectives, work processes, and administrative operations of the organization;

Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity;

Skill in conducting detailed analyses of complex functions and work processes;

Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level, you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

You must have a combination of specialized experience and education beyond the first year or 18 semester hours and specialized experience to meet total experience requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
