OCT Consulting, LLC is seeking a highly experienced Senior Acquisition Specialist to support the CISA Cybersecurity Division (CSD). The ideal candidate will have a strong background in procurement and acquisition, with expertise in developing contract strategy and implementing high-level contract plans.
Key Responsibilities- Develop and implement contract strategy for the CSD, ensuring alignment with government needs and regulations.
- Lead and manage the acquisition process for government contracts, from initial planning and requirements definition to contract award and administration.
- Conduct market research and analysis to identify potential vendors, assess their capabilities, and determine the best procurement strategy.
- Oversee development of solicitation documents, including requests for proposals (RFPs), requests for quotes (RFQs), and invitations for bids (IFBs), ensuring compliance with procurement regulations and guidelines.
- Evaluate vendor proposals and negotiate contract terms and pricing to achieve the best value for the government.
- Oversee contract administration activities, including monitoring vendor performance, resolving contract disputes, and ensuring compliance with contract terms and conditions.
- At least ten (10) years of demonstrated experience managing projects on a full-time basis.
- At least 10 years of experience in full life cycle procurement and acquisition work, communication, stakeholder management, and senior executive support in federal government offices.
- Masters degree in a related field.
- Demonstrated expert-level proficiency in Microsoft Office 365 (to include PowerPoint, Visio, Project, OneNote, SharePoint, Power BI).
- Strong verbal and communication skills.
- Must be a US Citizen.
- Must hold a current DoD Top Secret Clearance.
