Administrative Services Manager I

Pima County, AZ is seeking a highly skilled and experienced professional to join our Human Resources Department as an Administrative Services Manager I (HR). This role is critical to managing the administrative and operational functions of the HR department, including overseeing clerical and support staff.
Key Responsibilities- Manage and administer administrative or support services or operations, including fiscal and general administrative functions as they relate to the area of assignment.
- Manage, administer and coordinate internal services or support functions for a department or specific functional unit.
- Develop or participate in the development of departmental-related policies and procedures and implement same as they relate to the area of assignment.
- Interpret unit or department policies and operational procedures and review current and proposed new or changed rules, regulations or related materials for impact on unit, division, or department management or operations, and recommend changes to management.
- Develop and implement new procedures for both short and long-term plans to improve efficiency, productivity, and operating economy of areas of assignment.
- Provide input to and assist in the development and design of automated information systems.
- Coordinate the collection, reporting and documentation of data for assigned activities through affected supervisors and division managers and compose and write reports concerning activities of areas of assignment.
- Oversee the development, submission, maintenance and archiving of County/state/federal-mandated reports, forms, and records.
- Direct formal training and development programs for assigned staff, County employees, or community or public interest groups.
- Supervise, train and evaluate support staff and coordinate the activities of area of assignment.
- Review work of staff to ensure accuracy of documents and adherence to policy.
- Represent the department/division by interacting with various County, federal, and state departments, agencies, private industry, contractors, and public committees to assist in accomplishing department and unit goals.
- Administer internal personnel activities in coordination with the centralized Human Resources Department.
- Monitor day-to-day financial matters such as sources of funding, contract renewals, payroll, purchases and petty cash funds.
- Administer internal procedures for conducting competitive hiring and promotion.
- Develop, monitor, revise and administer all or part of the department or assigned unit budget and maintains budgetary records.
- Conduct research, data-gathering and reporting of special projects related to area of assignment.
- Bachelor's degree from an accredited college or university with a major in public or business administration/management, purchasing, material management, accounting, occupational training, engineering or a related field and three years of supervisory experience in public or business administration or in one of the identified fields.
- Or five years of professional-level experience in any of the identified fields that includes at least three years of supervisory or managerial experience.
- Experience managing clerical and administrative staff to include hiring recommendations, training, and organizational and scheduling the needs of an administrative governmental division and/or unit.
- Experience in an HCM and/or HRIS (Workday), including hiring duties, personnel actions, and off-boarding.
- Experience preparing, analyzing, and reviewing contractual documents for Human Resources related services, supplies, and products.
- Public sector meeting experience for a public body that complies with open meeting laws in the state of Arizona.
- Experience responding to and processing public records requests in a government setting.
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidates from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
