Job Description

Oversight of all accounting functions for Migration Refugee Services (MRS) is a critical responsibility. The successful candidate will be responsible for day-to-day and routine accounting operations, including accounts payable, accounts receivable, cash receipts, bank reconciliations, and journal entries.

Promoting the Bishops' strategic plan for the Conference and demonstrating shared qualities of effectiveness in all work interactions is essential. The ideal candidate will have a strong understanding of the Conference's policies and procedures.

Key Responsibilities:
  1. Ensure compliance with all applicable OMB circulars, including allowability of costs, cost allocations, financial reporting to federal agencies, and review of sub-recipient A-133 reports.
  2. Implement and maintain accounting and internal controls related to MRS' grant management system (MRIS) to ensure accurate and timely financial reporting.
  3. Supervise the review of all federal program requests for payment for proper account distribution and compliance with established policies.
  4. Manage MRS-related accounts payable activities, including check generation and distribution, and initiate electronic payment transactions.
  5. Supervise or prepare all MRS-related collection activities, including drawdowns, recording of accounts receivable, and other related tasks.
  6. Maintain and reconcile accounts associated with federal activity and perform or supervise the performance of bank reconciliations.
  7. Review and certify all government financial status reports and submit them to the appropriate federal agency in a timely manner.
  8. Prepare external reports for non-federal funding as needed.
  9. Prepare all workpapers and footnotes specific to the OMB A-133 audit and assist in the preparation of the financial audit statements.
  10. Review internal financial monthly reports for reasonableness and work with MRS program staff to adjust as needed.
  11. Coordinate periodic on-site sub-recipient financial reviews with MRS program staff.
  12. Coordinate with federal agencies and MRS program staff to ensure timely close-out of federal grants.
  13. Ensure compliance with all USCCB personnel and administrative policies in the unit under the incumbent's supervision.
  14. Supervise and train direct reports to ensure appropriate staff development and cross-training within the MRS Accounting staff.

Required:

Level: Bachelor's Degree in Accounting; CPA preferred

Major Field/Specialty: Accounting

Number of Years Required: 7-10 years of directly related experience

The starting salary for this position is $111,275. The upper level for this position is $144,002.
