OVERVIEW

The Director of Human Resources is responsible for steering the design, execution, communication, and management of the Human Resources (HR) functions within the Authority, aiming to enhance organizational effectiveness and employee engagement. This role oversees key areas including Human Resources Information Systems (HRIS), Performance Analytics, Retirement Benefits, and Talent Acquisition. The position also involves developing and enforcing organizational policies and procedures to ensure adherence to all applicable employment laws and regulations.

KEY RESPONSIBILITIES

1. Formulates, develops, and supervises the execution of both long-term and short-term strategies for the HR Office.

2. Oversees the design, execution, communication, and management of HR programs across various domains such as HRIS, performance analytics, retirement benefits, and talent acquisition.

3. Manages the creation, implementation, and upkeep of the operational budget for the HR Office.

4. Provides expert guidance and support to management and staff regarding HR policies, procedures, and issues including disciplinary actions, grievances, conflict resolution, and policy interpretation.

5. Implements talent management initiatives and strategies to attract, onboard, and retain top talent.

6. Develops and manages defined benefits and deferred compensation retirement plans for the Authority.

7. Ensures that compensation and salary structures are equitable, competitive, and compliant with internal policies and government regulations.

8. Crafts and executes strategies to foster employee engagement, retention, and diversity within the organization.

9. Establishes key performance indicators (KPIs) and metrics to evaluate the success of HR programs and initiatives, identifying areas for enhancement.

10. Performs additional related duties as necessary.

SUPERVISORY DUTIES

The primary responsibility includes managing the HR Office. This role directly and/or indirectly supervises managers, professionals, and administrative staff assigned to the HR Office. Responsibilities include interviewing, hiring, and developing subordinate personnel; setting performance standards; evaluating employee performance; providing feedback; coaching; and, when necessary, administering disciplinary actions.

EDUCATION AND EXPERIENCE

A Bachelor's Degree in Human Resources, Business Administration, or a related field is required, along with ten years of professional experience in human resources. A minimum of four years in a managerial role successfully overseeing programs, teams, and/or departmental operations in various HR areas is essential. Exceptional interpersonal, organizational, and communication skills are necessary. Previous experience in transit organizations is highly preferred. In lieu of a degree, relevant experience may be considered on a year-for-year basis.

CERTIFICATIONS

Human Resources certifications such as PHR, SPHR, CCP, CBP, or CEBS are preferred.
